Regulations on Kindergarten Management is a law to strengthen kindergarten management and promote the development of preschool education. 1989 On August 20th, the Regulations on Kindergarten Management was approved by the State Council, and promulgated by Order No.4 of the State Education Commission of the People's Republic of China on September 30th. 1989 came into effect.

Units or individuals holding kindergartens must have sources of funds for conservation, education, maintenance or expansion and reconstruction of kindergartens' buildings and facilities.

The state implements a kindergarten registration system, and no unit or individual may set up a kindergarten without registration.

The establishment and closure of urban kindergartens shall be registered by the education administrative department of the people's government of a city with districts or a city without districts.

The establishment and closure of rural kindergartens shall be registered by the local people's governments of townships and towns and reported to the education administrative departments of the people's governments at the county level for the record.

The establishment of a kindergarten should meet the following conditions: staff for conservation, early childhood education, medical care and so on:

(a) kindergarten directors and teachers should have graduated from preschool normal schools (including pre-school education majors in vocational schools), or passed the examination by the administrative department of education.

(2) Doctors should have graduated from medical colleges, and doctors and nurses should have graduated from secondary health schools, or obtained the qualification recognition from the health administrative department.

(three) health care workers should have graduated from high school and received infant health care training.

(4) Nurses should graduate from junior high school and have received vocational training in child health care.

Patients with chronic infectious diseases and mental illness are not allowed to work in kindergartens.

In order to strengthen the management of kindergartens and promote the development of preschool education, these regulations are formulated.

These Regulations apply to kindergartens that recruit preschool children over three years old and provide them with care and education.

Conservation and education should promote the harmonious development of children in physical, intellectual, moral and aesthetic aspects. ?

Local people's governments at all levels shall formulate kindergarten development plans according to the local social and economic development.

The establishment of kindergartens should adapt to the local population.

Kindergarten development planning in townships, towns, municipal districts and cities without districts shall include kindergarten layout planning.
