Technical secondary schools are mainly run by industries, and vocational high schools are sponsored by local education departments. Relatively speaking, technical schools are more diversified, mainly run by large and medium-sized state-owned enterprises and private owners. From the perspective of school-running form, the three have been different.

Technical secondary schools and vocational high schools are mainly managed by local education bureaus or host schools, while technical schools are managed by Ministry of Human Resources and Social Security, the People's Republic of China. Therefore, the certificates issued by the three are different in the issuing department.
There are differences in academic system.
Technical secondary schools and vocational high schools have a three-year schooling system, and technical schools have a one-year, two-year and three-year schooling system. In terms of academic system, technical schools provide more choices.
Enrollment targets have their own characteristics.
Technical secondary schools and vocational high schools mainly recruit fresh junior high school graduates, while technical schools widely recruit social youth and unemployed migrant workers. Technical school enrollment is more inclusive.
