Educational evaluation has gradually developed from educational measurement activities around 1930 to 1949.

Educational evaluation refers to the process of scientifically judging various educational activities, educational processes and educational results by using certain techniques and methods under the guidance of certain educational values and according to the established educational goals. Looking at the historical development of educational evaluation theory and practice, it is generally believed that it has gone through three different periods: ancient traditional examination, modern scientific test and contemporary scientific evaluation. Therefore, educational evaluation comes from the test of students' academic ability in ancient schools. However, the formation of the theory and method of educational evaluation system directly originated from an educational testing movement that sought to test the objectivity of educational effects at the beginning of the 20th century.
