The branch secretary is not an administrative post, even the full-time secretary appointed by the superior is not an administrative post. The secretary of the Party branch is the leading cadre of the Party's grass-roots organizations.

Its job responsibilities and contents are to publicize and implement the Party's line, principles and policies, publicize and implement the resolutions of higher-level organizations and this unit, give full play to party member's vanguard and exemplary role, unite and organize cadres and masses inside and outside the Party, and strive to complete the tasks undertaken by this unit. Organize party member to study the Party's theory, science, culture and professional knowledge, and educate, manage and supervise party member.
