With the increasing popularity of mobile phones, students' use of mobile phones has brought many adverse effects to school management and student development. In order to protect students' eyesight, let students concentrate on their studies at school, prevent them from indulging in internet and games, and promote the healthy development of students' body and mind, we hereby notify you of further strengthening the management of mobile phones for primary and secondary school students as follows.

First, restricted to the campus. Schools should inform students and parents that, in principle, personal mobile phones should not be brought into the campus. If students really need to bring their mobile phones into the campus, they must apply in writing and get the consent of their parents. After entering the school, the mobile phone should be handed over to the school for unified custody, and it is forbidden to bring it into the classroom.

The second is to refine management measures. Schools should incorporate mobile phone management into the daily management of schools, formulate specific measures, clarify the place, method and responsible person of unified storage, and provide necessary storage equipment. We should set up a public telephone in the school, set up a communication hotline for class teachers, explore the use of electronic student ID cards with call function or provide convenient ways for other parents to contact students to solve the call demand between students and parents. Strengthen classroom teaching and homework management, and do not use mobile phones to assign homework or require students to use mobile phones to complete homework.

Third, strengthen education and guidance. Schools should strengthen education and guidance through speeches under the national flag, class meetings, psychological counseling, and school rules and regulations. To enable students to treat and use mobile phones scientifically and reasonably, improve their information literacy and self-management ability, and avoid simple and rude management behavior.

Fourth, do a good job in home-school communication. Schools should inform parents of students about the requirements of mobile phone management, and explain the harm of excessive use of mobile phones and the necessity of strengthening management. Parents should fulfill their educational responsibilities, strengthen the supervision and management of their children's use of mobile phones, and form a joint force between home and school.

Fifth, strengthen supervision and inspection. County-level education administrative departments should guide schools to refine the regulations on mobile phone management, listen to opinions and suggestions extensively, and solve the problems existing in mobile phone management in schools in time. The education supervision department should bring the school mobile phone management into the daily supervision scope, ensure that the relevant requirements are fully implemented, and promote the healthy growth of students.

? How to guide children to use mobile phones correctly and reasonably? In fact, many adults have been influenced by mobile phones. Not to mention kidnapping primary and secondary school students. It has become a world consensus to control the use of mobile phones by primary and secondary school students. Italy, France, Germany, the United States, Britain, Japan, etc. It is explicitly forbidden for students to bring mobile phones into campus or classroom, and some stipulate that students can only use mobile phones under the guidance of teachers and parents. Finland prohibits the sale of mobile phones to students under the third grade.

Students can be effectively guided to use mobile phones through three steps: management, diagnosis and education.

The first is management.

Parents, students and teachers should develop a common mobile phone management system to help students abide by the regulations of school and home and gradually develop good habits. At the same time, we will carry out rich activities to cultivate students' elegant taste, provide more suitable channels for children to vent their pressure, and let children slowly put down their mobile phones to do more valuable and meaningful things.

The second is diagnosis.

Analysis? What does the mobile phone mean to this child? What is the growth appeal behind students' inability to put down their mobile phones? And other issues, increase the pertinence and effectiveness of educational guidance.

The third is education.

Be reasonable, so that students can truly realize the harm of excessive use of mobile phones and the necessity of strengthening management.
