Promote the whole society to establish a sense of the rule of law. Adhere to the long-term basic work of popularizing laws and abiding by the law, carry out in-depth publicity and education on the rule of law, and guide the whole people to consciously abide by the law, find ways to solve problems, and rely on the law. Insist that leading cadres should take the lead in learning the law and abiding by the law as the key to establishing the awareness of the rule of law, improve the system of learning and using the law by state staff, and incorporate constitutional law into the study content of the central group of party committees (party groups) as a compulsory course for party schools, administrative colleges, cadre colleges and socialist colleges. Incorporate the rule of law education into the national education system, start with teenagers, and offer the rule of law knowledge courses in primary and secondary schools.

In a sense, carrying out legal education in primary and secondary schools is more difficult and demanding than carrying out legal education. This requires schools and teachers themselves to learn, understand, abide by the law, use, run schools and teach according to law, put an end to any corporal punishment and sexual assault on students, not to suppress students with school rules that violate laws and regulations, and consciously set an example of obeying the law.

The new General Secretary of the Communist Party of China (CPC) Central Committee has assessed the situation and is far-sighted. In the decision adopted by the Fourth Plenary Session of the 18th CPC Central Committee, the reform goal of "incorporating the rule of law education into the national education system, starting with teenagers, and offering the course of rule of law knowledge in primary and secondary schools" was put forward, which put forward higher requirements for the current and future primary and secondary school legal education. Education departments and schools at all levels must profoundly understand the spirit of the Central Committee, while continuing to do a good job in legal education, move towards a higher goal, that is, legal education, and set up the rule of law in primary and secondary schools.
