Article 3 main objectives

By 2020, the gross enrollment rate will reach 85%, and the coverage rate of inclusive kindergartens (the proportion of children in public parks and inclusive private parks) will reach 80%. A public service system for preschool education with wide coverage, basic guarantee and high quality has been basically completed, and the management system, garden running system and policy guarantee system for preschool education have been basically improved. The input level has been significantly improved, and the cost sharing mechanism has been generally established. The behavior of running a park is generally standardized, and the quality of education has been significantly improved. Different regions and different types of cities solve the problem of preschool education development, and large and super-large cities take the lead in achieving development goals.

By 2020, a kindergarten teacher training system with our college as the main body will be basically formed, with more than 200,000 preschool education graduates; Establish a professional growth mechanism for kindergarten teachers, improve the standards of training courses, and train about 6,543,800 kindergarten directors and teachers at different levels; The establishment of the quality certification and guarantee system of preschool education specialty in colleges and universities has improved the overall quality and scientific teaching guarantee ability of kindergarten teachers, further improved their social status and treatment guarantee, and significantly enhanced their professional appeal.

By 2035, it will take three years to popularize preschool education in an all-round way, build a public service system for preschool education that covers urban and rural areas and has a reasonable layout, and form a sound preschool education management system, kindergarten system and policy guarantee system to provide children with richer, more inclusive and better preschool education.

Fifth, adjust the structure of the park.
