Chapter II Proposition Organization and Management Article 9 The National Higher Education Self-taught Examination Steering Committee (hereinafter referred to as the "National Examination Committee") makes overall arrangements and manages at different levels, and implements a three-level proposition system of national unified proposition, inter-provincial cooperation proposition and provincial proposition.

Where the national unified proposition course, the provincial examination committee shall not arrange and self proposition examination.

In the process of inter-provincial cooperation proposition and provincial proposition, proposition teachers are appointed by the provincial examination office in consultation with their schools, and after passing the qualification examination, they are appointed by the provincial examination Committee. Thirteenth national unified proposition each course proposition teachers are generally not less than ten; The proposition teachers of each course of inter-provincial cooperation proposition should generally be no less than 7; There should be no less than 5 proposition teachers in each course of provincial proposition.

There should be two or three teachers in each class.

The selection and appointment of proposition teachers should be representative of regions and universities. The school where the teachers are employed should assist in the appointment. Article 14 The compilation, examination, test paper composition and the construction of question bank must meet the relevant technical requirements. The storage, storage and use of the question bank shall comply with the provisions of the Law of People's Republic of China (PRC) on Guarding State Secrets.

(five) to assist the national examination office or the provincial examination office to organize the compilation of test papers, and to be responsible for the quality of the question bank and test papers;

(six) to participate in the quality analysis of course papers. Article 18 Proposition teachers should be professors or associate professors in ordinary colleges and universities with high professional level, rich teaching experience, rigorous scholarship, decent style, good cooperation and enthusiasm for self-study exams, or serve as a small number of lecturers in the front line of teaching.

The proposition teacher must obey the arrangement and complete the proposition task on time with good quality and quantity.
