The 17th National Congress of the Communist Party of China clearly put forward that we should fully implement the basic strategy of governing the country according to law, speed up the construction of a socialist country ruled by law, and make overall arrangements for strengthening the construction of socialist democracy and legal system. It can be said that under the new situation that the overall requirements of governing the country according to law are getting higher and higher, and the space and stage for the expansion of legal publicity and education are getting bigger and bigger, legal publicity and education urgently need to change working ideas, innovate working methods, strengthen working measures, and continuously enhance the pertinence and effectiveness of legal publicity and education to meet the needs of the new situation and new tasks.
1, set up full-time legal publicity and education management institutions. At present, from the perspective of the whole country, except for a few provinces (cities), the office of the leading group for popularizing law and governing according to law is located in the judicial administrative department, and the establishment, personnel and funds are all included in the unified management of the judicial bureau. As a comprehensive coordination department, the office of popularizing law and governing according to law has become an internal department of the Bureau of Justice, and the situation in our province and our district is similar. In the long run, there will be an idea in people's minds that carrying out legal publicity and education and governing according to law is only a department of judicial administrative organs. This concept not only exists in some people's minds, but even some leading cadres think that legal publicity and education and governance according to law are the work of judicial administrative organs, which seems to have little to do with other units. However, judging from the actual situation of the work, it is conceivable that it is difficult for the judicial administrative department to coordinate the work of other departments of the party Committee and government at the same level. In view of this situation, we should further strengthen the work functions of law-popularization institutions, reform the way of setting up law-popularization offices, and set up law-popularization offices in party committees' offices or government offices, so as to improve the authority of work and enhance the coordination ability. The work of popularizing law and governing according to law is listed as the content of the annual supervision and inspection of the National People's Congress and the Chinese People's Political Consultative Conference, and the working mechanism of "Party Committee leadership, government implementation, supervision by the National People's Congress and participation of the whole society" is truly formed.
2. Establish and improve an effective legal publicity and education evaluation mechanism. Over the years, the evaluation of legal publicity and education has been based on the number of meetings, documents and training courses. Whether form and effect are organically unified and whether legal publicity and education have achieved the greatest effect is often not considered enough. The competent department of legal publicity and education should give full consideration to the actual work of all localities and units when formulating a specific quantitative evaluation plan for legal publicity and education, so as to make the evaluation plan more operational and feasible, and should focus on the evaluation of specific measures and social effects. Establish and improve an effective reward and punishment assessment system, incorporate legal publicity and education into the target management assessment of the party Committee and government, formulate an assessment plan at the beginning of the year, implement corresponding grading, decompose tasks at different levels, clarify responsibilities, strictly assess, and cash rewards and punishments. Improve the assessment system of civil servants' legal popularization, and combine it with the selection and appointment of civil servants by the organization and personnel department; Establish a certification system for civil servants' legal popularization examination, truthfully fill in and publish the annual situation of civil servants' study of law, and those who fail the examination shall not be promoted, appointed and appraised first.
3, according to different objects to carry out legal publicity and education. To achieve good results, legal publicity and education must adopt different methods according to different objects. Leading cadres, civil servants, young students, enterprise managers and farmers are the key targets of the Fifth Five-Year Plan. The needs of these key objects are different and must be carried out in accordance with the principle of "distribution according to needs". Leading cadres should adapt to the needs of decision-making and management according to law; The popularization of civil servants should meet the needs of administration and handling affairs according to law; Teenagers should cultivate the need to establish legal consciousness and promote healthy growth; Enterprise managers should meet the needs of operating according to law and preventing legal risks of enterprises; Farmers' popularization of law should meet the needs of villagers' autonomy and rights protection according to law. In a word, different methods are adopted for different legal popularization objects, and the legal popularization has strong pertinence and obvious effectiveness.
