Translation:

You can infer world events without leaving the portal; You can know the natural laws of the movement of the sun, the moon and the stars without looking out of the window. The farther he runs, the less he knows. Therefore, a sage with "Tao" can infer things without traveling, understand "heaven" without peeping, and achieve something without acting rashly.

Laozi believes that everything in the world operates according to certain laws. To understand things, we must understand the essence of things, not just the surface of things. To truly understand the essence of things, in Laozi's view, only internal introspection and self-cultivation can we understand "heaven" and know the law of change and development of everything in the world. If people can't reflect on themselves and improve their self-cultivation, but blindly pursue external things and external help, they will be full of distractions. The farther they go, the less they get. Therefore, only by following the law of the development of things, rather than acting rashly, can we better "know what is going on" and "see what is right".
