Legal basis: Opinions of the Ministry of Education, the Office of the Central Organizing Committee, the National Development and Reform Commission, the Ministry of Finance and Ministry of Human Resources and Social Security on Deepening the Service Reform of Higher Education by Decentralization 1. Improve the setting mechanism of disciplines and specialties in colleges and universities.
(1) Reform the examination mechanism of degree authorization. Further promote the dynamic adjustment of degree authorization points. Provincial degree committees are responsible for examining and approving bachelor's degree-granting units and majors. The State Council Academic Degrees Committee entrusts the provincial academic degrees committee to organize the examination of master's degree authorization and the preliminary examination of doctor's degree authorization. Steadily promote the independent examination of doctoral and master's degree authorization points in some colleges and universities. For universities that undertake major national scientific research tasks and meet the standards for degree granting, the newly added master's and doctoral degrees may no longer require the training period. The State Council Academic Degrees Committee should strengthen the supervision of authorization, improve the admission standard of degree authorization, strengthen expert evaluation, and carry out qualification evaluation of degree authorization points. Those who fail to operate according to the standards and procedures and cannot guarantee the quality shall be ordered to make rectification within a time limit according to law until their authorization for doctoral and master's degrees is revoked.
(B) improve the professional settings in colleges and universities. In addition to the majors controlled by the state, colleges and universities independently set up majors in the catalogue of undergraduate majors in ordinary colleges and universities and report them to the Ministry of Education for the record; Independent establishment of higher vocational education (specialist) major, reported to the provincial education administrative departments for the record. Support colleges and universities to face the needs of the industry, and after full demonstration by discipline and industry experts, set up new majors that are urgently needed for economic and social development in accordance with professional management regulations. Strengthen the information service of specialty construction, publish the list of specialties with shortage and low employment rate, and gradually establish a linkage mechanism between college enrollment, graduate employment and specialty setting. Conduct spot checks on major settings, and order relevant colleges and universities to rectify or suspend enrollment within a time limit for majors with problems.
