Child care service has become a research hotspot of the CPPCC, a special research group.
In view of the shortage of preschool education resources in some areas, He Dan, a member of the Chinese People's Political Consultative Conference and director of the China Population and Development Research Center, suggested that kindergartens with conditions should be promoted to set up nursery classes, and childcare services for infants aged 2-3 should be included in the inclusive preschool education system dominated by public institutions, and preschool education should be included in compulsory education in areas with conditions.
The reporter noted that "incorporating preschool education into compulsory education" has been discussed many times at the NPC level in recent years.
For example, China People's Congress website published an article in August 20 19: On the morning of August 24th, the 12th session of the 13th the National People's Congress Standing Committee (NPCSC) reviewed the State Council's report on the reform and development of preschool education. When deliberating in groups, members of the Standing Committee generally agreed that the government should increase financial input into preschool education. Some members suggested that the government should bring preschool education into the compulsory education stage.
"The nature and orientation of preschool education are unclear, and compared with compulsory education and higher education, there is a problem of insufficient attention." Committee member Zhang Yong said that China's financial investment in preschool education is insufficient, and we can learn from other countries' practices in this regard. He pointed out that in recent years, the United States, Britain and Mexico have achieved the goal of bringing preschool education into compulsory education, and the government has undertaken all the funds for preschool education. The Japanese government has also passed corresponding laws to realize all free preschool education for children aged 3 to 6 in 2020, that is, next year.
What is the necessity of bringing preschool education into compulsory education? Committee member Cai Fang expounded the social rate of return. He said that research shows that the higher the social rate of return, the highest is preschool education, and its high social rate of return means that the government should pay the bill, not the family.
How to implement it? Committee member Li Wei believes that preschool education should be on an equal footing with compulsory education in terms of funding guarantee, teachers' treatment and resource supply. He emphasized that although preschool education does not have the free, compulsory and unified nature of compulsory education, it should be consistent with compulsory education in terms of education coverage, public welfare and government responsibility.
During the two sessions of the National People's Congress in May this year, An Ting, a member of the Chinese People's Political Consultative Conference and vice chairman of the Beijing Municipal Committee of the Democratic National Construction Association, suggested that preschool education should be included in compulsory education on a pilot basis, or the consumption of preschool education should be supported through special tax deductions and student loans.
However, when answering a reporter's question on 20 18 1 1, the relevant person in charge of the Ministry of Education said that it was not realistic to include preschool education in compulsory education.
Lv Yugang, director of the Department of Basic Education of the Ministry of Education, said at that time: "The problem of preschool education entering compulsory education is more complicated. First, according to the provisions of the Compulsory Education Law, at present, our school is only required to implement nine-year compulsory education, and we must adhere to the provisions of this law. Second, starting from the basic national conditions that China is still in the primary stage of socialism, preschool education does not have realistic conditions to enter compulsory education. "
Lv Yugang further added that although compulsory education in China has been greatly guaranteed and improved, this foundation is still quite weak in some places, especially in rural areas, especially in remote and poor areas.
