The Education Bureau does not accept graduates' files. At present, the state generally adopts three management methods for the files of unemployed university graduates:
First, transfer the files to the source of students, which will be received by the personnel bureau of prefecture-level cities. This method is more suitable for graduates who are ready to work in the source areas and graduates who don't want to work for the time being. The advantage is that it is simple and convenient to go through the formalities after employment in the place of origin, but the disadvantage is that if you leave the place of origin for employment within two years, you need to go through the reassignment formalities again.
Two, the file will be left in school, after the implementation of the work unit, the account and the file will be moved to the place where the work unit is located, and the application file has not been implemented for more than two years. The school moved its files and accounts back to their original places, and the school no longer issued employment registration cards for them. This method is suitable for graduates who have employment aspirations but have not yet found employment. The advantage is that the school has high integrity, and there is no extra charge for keeping the household registration book and files on its behalf. The disadvantage is that the retention of graduates' files only extends the employment period, has no personnel affiliation with the school, and cannot issue certificates involving personnel relations.
Three, the file will be handed over to the employment agency or talent exchange center. This method is more suitable for graduates who are preparing for postgraduate entrance examination, entrepreneurship and flexible employment. The advantage is that graduates can easily solve some practical problems. The disadvantage is that if graduates communicate with the guidance center relatively little, it is easy to cause poor information.

Twelfth organs, organizations, enterprises, institutions and other organizations that should form archives according to the provisions of the state should establish a responsibility system for archives work and improve the archives management system according to law.
Thirteenth the following directly formed materials of preservation value to the state and society should be included in the scope of filing:
(a) reflect the evolution of organs and organizations and their main functions and activities;
(two) reflect the main research and development, construction, production, operation and service activities of state-owned enterprises and institutions, and safeguard the rights and interests of state-owned enterprises and institutions and the rights and interests of employees;
(three) to reflect the urban and rural community governance and service activities of grassroots mass autonomous organizations;
(four) reflect the national governance activities, economic and technological development, social and historical features, cultural customs and ecological environment in various periods in history;
(five) the provisions of laws and administrative regulations shall be filed. Non-state-owned enterprises, social service institutions and other units shall keep the relevant materials of their own units in accordance with the scope listed in Item (2) of the preceding paragraph.
Fourteenth materials that should be filed shall be regularly handed over to the archival institutions or archivists of their own units for centralized management in accordance with relevant state regulations, and no individual may refuse to file or take them for himself. Materials that are not allowed to be filed according to state regulations are prohibited from being filed without authorization.
