On February 10, Ministry of Human Resources and Social Security, the Ministry of Education and the Ministry of Health jointly issued the Notice on Further Standardizing the Physical Examination Items for Admission and Employment and Safeguarding the Employment Rights of HBsAg Carriers. The circular requires that the hepatitis B test items in the physical examination for admission and employment be cancelled, so as to safeguard the rights of HBsAg carriers for admission and employment and protect their privacy rights.
Article 7 of the Physical Examination Standard for Civil Servants is unqualified for acute and chronic hepatitis. After examination, hepatitis was excluded, and the carrier of hepatitis B pathogen was qualified.
On 2011February 17, the open government affairs office of the Ministry of Health issued the Description of the Open Government Affairs Office of the Ministry of Health on the occupations that approved HBsAg carriers are not allowed to engage in, stipulating that "the occupations that approved HBsAg carriers are not allowed to engage in include special police posts and employees engaged in blood collection, blood component preparation and blood supply in blood stations."
