Regulations of Yunnan Province on Preschool Education
Chapter I General Provisions Article 1 In order to promote and guarantee the development of preschool education and improve the quality of preschool education, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this province. Article 2 These Regulations shall apply to the implementation and management of preschool education within the administrative area of this province.

Preschool education as mentioned in these Regulations refers to the activities of providing care and education services for children aged 3-6.

Preschool education institutions as mentioned in these Regulations refer to full-time or half-day kindergartens that recruit children aged 3-6 for collective care and education. Article 3 Preschool education is an integral part of the national education system and an important social welfare undertaking. The development of preschool education follows the principles of government-led, social participation and public-run and private-run development, and adheres to the principles of public welfare and inclusiveness.

Encourage and support units and individuals to establish pre-school education institutions or provide funding for pre-school education according to law. Article 4 Preschool education should follow the age characteristics and the laws of physical and mental development of preschool children, take games as the basic form of activities, entertain and educate, and promote the healthy growth of preschool children. Article 5 People's governments at or above the county level shall strengthen the leadership and management of preschool education, organize the formulation of preschool education development plans, incorporate them into national economic and social development plans, formulate and improve policies to promote preschool education development, rationally allocate preschool education resources, increase the total amount of public preschool education resources, actively develop private preschool education, encourage the development of inclusive private preschool education, and build a public service system for preschool education with reasonable layout and covering urban and rural areas. Article 6 The people's governments at or above the county level and their education administrative departments shall commend and reward the units and individuals that have made remarkable achievements in the development of preschool education. Chapter II Responsibilities Article 7 The people's governments at or above the county level shall establish a guarantee mechanism for preschool education funds, incorporate preschool education funds into the fiscal budget at the same level, and increase the new educational funds to preschool education, and the fiscal preschool education funds shall account for a reasonable proportion of the fiscal education funds at the same level and increase year by year; In accordance with the approved establishment, the staff of public pre-school education institutions shall be equipped, and the staffing situation shall be supervised. Article 8 Education administrative departments at or above the county level shall be in charge of preschool education within their respective administrative areas, plan, supervise and guide preschool education, strengthen the construction of preschool education information management system and regional preschool education institutions, and equip full-time personnel to be specifically responsible for preschool education.

The provincial education administrative department shall formulate the standards for the establishment of preschool education institutions and the examination and approval methods for teachers' supplementary books, and establish a system for evaluating the quality of preschool education. Article 9 The following departments shall perform the relevant duties of pre-school education according to their duties and authorities:

(1) The financial department shall, jointly with the administrative department of education, formulate the standard of per capita funding for public preschool education institutions, the standard of per capita financial allocation and its distribution methods, and the specific measures for private preschool education institutions to supplement with awards;

(two) the organization department in conjunction with the education and finance departments shall, in accordance with the relevant provisions of the state, formulate a reasonable student-teacher ratio standard for school-age children and teaching staff in public pre-school education institutions, verify the establishment, and adjust it in a timely manner according to the needs of the work;

(three) the development and reform department to prepare the development and construction plan of preschool education, the price department in conjunction with the education and finance departments to formulate charging standards and management measures, and supervise the charging of preschool education institutions;

(four) the human resources and social security departments to formulate the personnel relations, wages, social security and technical title evaluation and employment methods of the staff of preschool education institutions;

(five) the health department shall supervise and guide preschool education institutions to carry out health care, growth and development, disease prevention, nutrition security, food safety and other aspects of the work;

(six) the housing and urban and rural construction planning department shall, jointly with the education administrative department, reasonably determine the layout of preschool education institutions in urban and rural planning, and supervise the construction of supporting preschool education institutions and facilities in accordance with relevant state regulations;

(seven) the land and resources department in conjunction with the education and planning departments and the Township People's government to implement the construction land for urban residential areas and supporting pre-school education institutions in new countryside;

(eight) the civil affairs department shall do a good job in the registration and supervision of private preschool education institutions, incorporate the development of preschool education into the content of community education, and cooperate with the education administrative department to formulate corresponding management systems and support policies;

(nine) the public security department shall strengthen the supervision, guidance and management of the safety work of preschool education institutions, and control the surrounding public security environment.

Relevant departments and organizations such as transportation, culture, industry and commerce, press and publication, women's federations, disabled persons' federations and the Communist Youth League shall, according to their respective functions and duties, do a good job in the development of preschool education. Article 10 Township People's governments and sub-district offices shall organize and coordinate relevant departments and pre-school education institutions to carry out pre-school education consultation, publicity and other activities within their respective jurisdictions to mobilize school-age children to enter the park.

Township people's governments shall, according to the development plan of preschool education, support the development of preschool education institutions and assist in the supervision and management of preschool education institutions. Eleventh pre-school education institutions should provide healthy and safe living and educational conditions and environment for pre-school children in accordance with the national and provincial standards for running parks, and carry out conservation and education in line with their physical and mental development laws. Twelfth parents or other guardians of preschool children should learn and apply the scientific knowledge and methods of conservation education, and send school-age children to the park for conservation education.
