I. Purpose and significance of the census
Poverty alleviation is an important decision made by the CPC Central Committee and the State Council, and it is a landmark project and the bottom line task to build a well-off society in an all-round way and achieve the goal of the first century. The national poverty alleviation census is an important basic work for accurate poverty alleviation and a comprehensive test of the effectiveness of poverty alleviation. The census pays attention to the authenticity and accuracy of poverty alleviation achievements, comprehensively understands the realization of poverty alleviation among poor people, provides real and accurate statistical information for analyzing and judging poverty alleviation achievements, summarizes and publishes poverty alleviation achievements, and provides data support for the CPC Central Committee to declare victory in tackling poverty and building a well-off society in an all-round way, ensuring that it can stand the test of history and people.
Second, the scope and object of the census
The census covers 832 national key counties for poverty alleviation and development, counties in concentrated contiguous poverty-stricken areas, 7 cities and counties in Aksu region of Xinjiang Uygur Autonomous Region enjoying the district policy, and some other counties selected by 22 provinces (autonomous regions and municipalities) in the central and western regions.
The object of the census is all administrative villages (including neighborhood committees and communities with filing card holders) and all filing card holders within the scope of the census.
