NOC activities in primary and secondary schools are directed by the Central Audio-visual Education Center, sponsored by China Educational Technology Association and China Invention Association, while those in colleges and universities are sponsored by China Higher Education Association, China Invention Association and China Educational Technology Association. China National Intellectual Property Administration, the Teacher Affairs Department of the Ministry of Education and the Second Division of Basic Education of the Ministry of Education are the supporting units of the activity.

"National Information Technology Innovation and Practice Competition for Primary and Secondary Schools" (NOC for short) is an activity aimed at teachers and students, which uses information technology to cultivate innovative thinking, enhance practical ability and enhance intellectual property awareness.
