The instrument and equipment management department is directly led by the division of labor of the relevant deputy hospitals (institutes and institutes). Article 4 The supply, management and maintenance of large-scale precision instruments and equipment in each unit shall be under centralized management, and the management power of instruments and equipment must be equipped and enriched. The management of instruments and equipment should be carried out by comrades with strong sense of responsibility, decent style, hard work and familiarity with business. Article 5 All units shall, according to the current scientific research and teaching tasks and development plans, as well as the present situation of instruments and equipment at home and abroad, and in combination with the actual situation of their own units, prepare demand plans and annual plans for large-scale precision instruments and equipment, and submit applications to the Science, Technology and Education Department of the State Administration of Medicine. Article 6 When making an annual plan, the purpose and necessity of purchasing large-scale precision instruments and other equipment should be explained first, and the following conditions must be met:
1. There should be clear scientific research and teaching tasks and full workload;
2. Have corresponding technical force for use and maintenance;
3. Have the necessary conditions for installing instruments and equipment;
4. Have sufficient funds to ensure. Seventh large-scale precision instruments and equipment procurement should be based on the principle of applicability and economy, and those that can be produced in China and meet the needs shall not be imported; Where low-grade and medium-grade large-scale precision instruments and equipment can meet the needs of experiments, high-grade large-scale precision instruments and equipment should not be purchased; Don't import the whole machine if you can buy the main components for assembly. When foreign instruments and equipment must be ordered, countries and companies should be carefully studied, compared and selected from the technical and economic effects; Specifications, models and necessary wearing parts. Article 8 Specific measures for applying for importing instruments and equipment:
1. Any unit that needs to apply for importing precision instruments shall fill in the summary table of imported instruments and equipment. And fill in the import order card, the description of the import order card or the list of imported parts according to the format uniformly formulated by the Ministry of Foreign Trade and Economic Cooperation. Applications for importing large-scale and special precision instruments and equipment or large quantities shall be accompanied by written materials explaining the reasons for the import.
2. If the price of imported single machine is more than 20,000 dollars, the order card and the description of the order card shall be filled in six copies each; If the price of imported single machine is less than $20,000, the order card and card description shall be filled in quintuplicate; All imported spare parts should fill in the order card and spare parts list in quadruplicate. Fill in the order card, card description or spare parts list item by item, fill in the complete technical parameters, and make the valuation as accurate or slightly generous as possible, and affix the official seal of the unit on the order card.
3. Import order cards and card descriptions or spare parts list must be submitted for approval according to the affiliation within the specified time. Units directly under the Bureau and those undertaking national key research and local control projects shall be reported to state administration of traditional chinese medicine Science and Education Department for comprehensive balance. If it is really necessary to import, whether foreign exchange, domestic funds and corresponding conditions are implemented shall be reported to the relevant departments for examination and approval.
Submit the import order card twice a year, the first time in February and the second time in June. Article 9 After receiving the ordered instruments and equipment, all units must complete all acceptance work 20 days before the claim period stipulated in the order contract, including unpacking inspection, installation and debugging, identification of technical indicators one by one, visa acceptance report, etc. If the quantity, quality or technical indicators do not meet the requirements of the contract, the acceptance unit shall present evidence and claim compensation from foreign investors through foreign trade import and export companies notarized by the State Commodity Inspection Bureau.
We must organize an acceptance team for valuable instruments and equipment, do a good job in acceptance, avoid rushing into battle and oppose hasty receipt of goods. After signing the contract for imported equipment, the inspection team shall immediately start to draw up the delivery plan. Including:
1. When preparing the completion schedule of various preparatory work from the claim period back, the time occupied by the backlog of ports and untimely delivery should be taken into account. There should be room for planning, and all preparatory work should be arranged early and carried out at the same time, so as to have more time for detailed acceptance.
2. Collect, sort out and translate the instructions of instruments and equipment and related materials. Airport pick-up personnel should read carefully before acceptance and receive necessary practical training.
3. Draw up the technical acceptance scheme of instruments and equipment, formulate the original acceptance record items and record formats, and write the acceptance report. The above materials should be loaded into the technical files of instruments and equipment. And transferred with the instruments and equipment. Article 10 After the acceptance of instruments and equipment, they shall be registered, entered into an account and registered. Strengthen management to ensure that the accounts are consistent with the facts. And establish technical files respectively.
