What support should be given to minority education?
Article 1 These Regulations are formulated for the purpose of strengthening urban ethnic work, safeguarding the legitimate rights and interests of urban ethnic minorities and promoting the development of economic and cultural undertakings that meet the needs of urban ethnic minorities.

Article 2 The term "city" as mentioned in these Regulations refers to a municipality directly under the Central Government and a city established by the state in accordance with the administrative system.

Article 3 Urban ethnic work adheres to the principles of equality, unity, mutual assistance and promoting the common prosperity of all ethnic groups.

Article 4 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall regard urban ethnic work as an important duty, strengthen leadership and make overall arrangements.

Article 5 The people's government of a city shall incorporate economic and cultural undertakings that meet the needs of local ethnic minorities into the national economic and social development plan. According to the financial resources, the people's government of a city can give appropriate care to the funds for developing economic and cultural undertakings that meet the needs of local ethnic minorities.

Article 6 The Municipal People's Government may, according to the actual situation, determine the department responsible for ethnic affairs or equip full-time cadres to manage ethnic affairs.

Article 7 The people's governments of cities with large ethnic minority populations, neighborhood offices where ethnic minorities live in concentrated communities, and departments or units that directly serve the production and life of ethnic minorities shall be equipped with an appropriate number of ethnic minority cadres.

Article 8 The people's governments of cities should attach importance to training and selecting minority cadres. The relevant departments of the city people's government should pay attention to the training and use of professional and technical personnel of ethnic minorities. The city people's government encourages enterprises to recruit minority workers.

Article 9 The people's governments of cities should attach importance to the development of minority education and strengthen leadership and support. The people's governments of cities should take appropriate measures to improve the quality of teachers of ethnic minorities, run well ethnic schools (classes) at all levels, give appropriate care to ethnic schools (classes) in terms of funds and teachers, and develop various vocational and technical education and adult education according to the characteristics of local ethnic minorities. The local enrollment department may, in accordance with the relevant provisions of the state and in combination with the local actual situation, give appropriate care to minority candidates in the post-compulsory education stage when enrolling students.

Article 10 Credit departments shall give preferential treatment to state-owned enterprises and collective enterprises engaged in food production, processing, marketing and catering services, which mainly serve ethnic minorities, in terms of loan amount, repayment period and proportion of their own funds.

Article 11 The people's government of a city may, according to local actual needs and conditions, give discount on the loans of enterprises listed in Article 10 of these Regulations and enterprises that produce and deal in articles for ethnic minorities.

Article 12 If the enterprises listed in Article 10 of these Regulations have real difficulties in paying taxes, the tax authorities shall grant tax reduction or exemption in accordance with the provisions of relevant tax laws and regulations.

Thirteenth city people's government shall, according to the actual needs, reasonably set up Muslim hotels and Muslim food production, processing and supply outlets, and give support in investment, loans and taxes.

Article 14 The preferential treatment for ethnic trading enterprises in cities and towns and designated production enterprises of ethnic articles shall be handled in accordance with the relevant provisions of the state.

Fifteenth city people's government should support and organize relevant economic and technological departments, and strengthen horizontal economic and technological cooperation with ethnic minority areas and rural ethnic minorities.

Article 16 The relevant departments of the people's government of a city shall, according to the situation, provide convenience and support for foreign ethnic minority personnel to enter this city to set up enterprises and engage in other legal business activities. The city people's government should strengthen the education and management of the floating population of ethnic minorities and protect their legitimate rights and interests. Ethnic immigrants should consciously abide by the laws and regulations of the state and obey the management of the relevant departments of the local people's government.

Article 17 People's governments in cities shall educate cadres and people of all ethnic groups to respect each other's customs and habits. Propaganda, reporting, literary and artistic creation and film and television production should respect the customs, religious beliefs and national feelings of ethnic minorities.

Eighteenth muslim food service enterprises and food production and processing enterprises must be equipped with a certain proportion of minority workers and management cadres who eat halal food. Muslim food transport vehicles, measuring instruments, storage containers and processing and sales places should be guaranteed to be dedicated. When muslim food service enterprises and food production and processing enterprises contract or lease, they should generally be contracted or leased by relevant ethnic minority personnel. When muslim food service enterprises and food production and processing enterprises merge or merge, they shall not change the service direction at will. If it is really necessary to change the service direction, the consent of the ethnic affairs department of the local city people's government must be obtained.

Article 19 The people's government of a city with a large minority population shall, according to the needs and conditions, set up cultural centers (stations) and libraries with ethnic characteristics.

Article 20 The people's governments of cities shall guarantee the rights of ethnic minorities to use their own spoken and written languages, and strengthen the translation, publication, teaching and research of ethnic minority spoken and written languages according to the needs and conditions and in accordance with the relevant provisions of the state.

Article 21 The people's governments of cities with large ethnic minority populations shall, according to actual needs and conditions, establish ethnic hospitals and ethnic medicine research institutions to develop traditional medicine of ethnic minorities.

Twenty-second city people's governments should strengthen the publicity, education and guidance of family planning for ethnic minorities.

Article 23 The people's government of a city shall, in the streets where ethnic minorities live in concentrated communities, protect and build buildings with ethnic characteristics in accordance with urban planning.

Article 24 The people's governments of cities shall guarantee the freedom of ethnic minorities to maintain or reform their own customs and habits.

Twenty-fifth city people's governments shall, in accordance with the relevant provisions of the state, properly arrange cemeteries for ethnic minorities with special funeral customs and take measures to strengthen funeral services for ethnic minorities. The people's government of the city shall give support to the voluntary funeral reform of ethnic minorities.

Twenty-sixth ethnic minority workers to participate in major ethnic festivals, can take vacations in accordance with relevant state regulations, and pay wages as usual.

Twenty-seventh units and individuals that have made remarkable achievements and contributions in urban ethnic work shall be commended and rewarded by the urban people's government.

Article 28 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, in accordance with these Regulations and in light of local actual conditions, formulate implementation measures.

Article 29 The State Ethnic Affairs Commission shall be responsible for the interpretation of these Regulations.

Article 30 These Regulations shall come into force as of the date of promulgation.
