What does shelter education mean?
Reception education is an administrative compulsory education measure to focus on legal education and moral education for prostitutes, organize to participate in productive labor, and check and treat sexually transmitted diseases. According to the Measures for the Education of Prostitutes, public security organs can take a series of administrative compulsory measures such as compulsory education and labor for six months to two years without investigation and trial by the court.

The shelter and education center is a place where public security organs focus on legal education and moral education for prostitutes, organize and participate in productive labor, and conduct administrative compulsory education measures for STD examination and treatment. Educational institutions for asylum should adhere to the policy of education, probation and salvation, implement legal, strict, scientific and civilized management, and make the educated people in asylum become law-abiding citizens with good physical and mental health through education, psychological correction and treatment of sexually transmitted diseases.

Accommodation education is an administrative compulsory measure to provide legal education and moral education for prostitutes and whores, organize them to participate in productive labor, and check and treat sexually transmitted diseases according to Article 2 of the Measures for Accommodation Education for Prostitutes and Whores in the State Council, People's Republic of China (PRC) (the State Council OrderNo. 127 issued on September 4, 1993). Reception education is an administrative punishment in legal nature, with a term of six months to two years. The place where prostitutes are detained and educated is the detention education center.
