Three, urban rail transit projects, regardless of the use of construction funds, should ensure that the average localization rate of all rail vehicles and mechanical and electrical equipment is not less than 70%. The localization of urban rail transit equipment focuses on rail vehicles and signal systems.

In order to make full use of the existing domestic production capacity and avoid repeated construction, the state will organize experts to evaluate and recommend the manufacturers of rail vehicle assembly, traction drive and control system, aluminum alloy car body materials and signal systems, and select the best ones.

The equipment in the above-mentioned fields shall be purchased by the project owner within the scope of enterprises designated by the state, and the rest mechanical and electrical equipment shall be purchased by bidding in the domestic market in principle.
