The specific work of each unit to resettle demobilized military cadres shall be handled by the personnel (cadre) department of each unit. Article 4 The resettlement of demobilized military cadres in this Municipality shall be organized and implemented by the Municipal Demobilized Military Office in accordance with the deployment and plan of the State Council and the Central Military Commission and the resettlement plan of demobilized military cadres in this Municipality.
After receiving the assignment and resettlement task from the Municipal Military Transfer Office, all units must make resettlement within the specified time and report the resettlement results to the Municipal Military Transfer Office. Fifth demobilized military cadres, in addition to those who do not belong to the scope of reception and resettlement according to the regulations, can be accepted and resettled by this Municipality if they meet one of the following conditions:
(a) Born in Beijing and enlisted in Beijing;
(2) originally from other provinces and cities, but joined the army in Beijing, and now the family life is based in Beijing;
(three) parents work in Beijing, and there are no other children in Beijing;
(four) the spouse is originally from Beijing, and the family life is based in Beijing;
(five) the spouse is a graduate of an institution of higher learning, and now works in Beijing, and is the backbone of the work unit, and cannot be transferred from Beijing;
(6) Honoring Class III in wartime or Class II in peacetime, and the spouse works in Beijing;
(7) Having served in the frontier defense or the island for more than 15 years, or engaged in flying or submarine work for more than 15 years, and having a spouse working in Beijing;
(eight) due to special circumstances or special difficulties, must be placed in Beijing and approved by the municipal army.
Demobilized military cadres who do not meet the above conditions and do not belong to the scope of reception and resettlement will not be accepted. Article 6 Demobilized military cadres shall, in principle, return to their original places of enlistment and be resettled nearby. The place of enlistment is in the outer suburbs, but if the spouse works in the urban area, he can be properly taken care of and placed in the nearest place where the spouse works. Article 7 Units that accept and resettle demobilized military cadres shall, according to the needs of their work and the specific conditions of demobilized military cadres themselves, refer to their original posts in the army and assign appropriate posts. Division, regiment level demobilized military cadres temporarily unable to arrange corresponding positions, should enjoy the political and life treatment of bureau-level and divisional cadres. Eighth receiving units should properly solve the housing of demobilized military cadres. Housing subsidies for demobilized military cadres must be used to solve the housing problems of demobilized military cadres and shall not be used for other purposes.
When each unit allocates housing on the condition of length of service, the length of military service of demobilized military cadres should be combined and calculated as the length of service of the unit, and priority should be given under the same conditions. Article 9 The administrative departments of public security, personnel, labor, establishment, finance and education shall, according to their respective functions and duties, take effective measures to support and ensure the smooth reception and resettlement of demobilized military cadres.
If an administrative institution receives demobilized military cadres, the office of the Municipal Organization Establishment Committee will increase its administrative establishment according to a certain proportion; Enterprises and institutions receive demobilized cadres, and the labor and personnel departments increase their total wages accordingly.
The administrative expenses that need to be increased for receiving demobilized military cadres shall be allocated by the financial department at the same level according to the actual number of recipients.
The public security and food departments shall handle the formalities such as the accounts of demobilized military cadres and the relationship between grain and oil with the letter of introduction from the Municipal Military Office.
The enrollment and transfer of children of demobilized military cadres shall be carried out in accordance with the Measures of Beijing Municipality for the Administration of School Registration in Primary and Secondary Schools and other relevant provisions of this Municipality. Tenth demobilized military cadres with the deployment of work arrangements, in principle, the receiving unit is responsible for receiving and resettlement of demobilized military cadres.
Couples who receive and resettle demobilized military cadres with the deployment, the labor and personnel department can increase labor indicators, cadre indicators and total wages accordingly. With the deployment, even the employees who originally belonged to collective ownership are placed in units owned by the whole people and can be converted into employees owned by the whole people. Eleventh in addition to professional and technical placement, after the demobilized military cadres report, the personnel department, the relevant competent department and the receiving unit should organize 3 to 6 months of pre-job training. Demobilized military cadres enjoy bonuses and other welfare benefits stipulated by their units during the training period. Twelfth departments and units that have made outstanding achievements in the resettlement of demobilized military cadres and advanced individuals who have made special contributions in the resettlement work shall be commended and rewarded by the Municipal Leading Group for Resettlement of Demobilized Military Cadres. Thirteenth according to the provisions of resettlement of demobilized military cadres, the administrative responsibility of the responsible person shall be investigated by the relevant competent departments. The responsible personnel who practise fraud and ask for bribes in the resettlement of demobilized military cadres shall be given administrative sanctions by their units or the competent department at a higher level, and if the case constitutes a crime, criminal responsibility shall be investigated according to law.
