What is ISO900 1:2000: 2000 International Quality System Certification?
2. Introduction to Quality System Certification

Quality system certification is a technical activity in which a third-party certification body evaluates the quality management system of an enterprise and issues a certificate to prove that it meets the requirements of ISO international standards. Because the "third party" is independent of the enterprise and its customers, the quality system certification is actually a fair act and can be widely recognized by the society.

3. When applying for quality system certification, can the elements of a certain quality assurance standard be "tailored"?

Answer: "tailoring" refers to deleting some quality system elements or sub-elements in the selected quality assurance standards when necessary, including adding some elements or sub-elements. "Tailor-made" is done between specific customers and suppliers, and it is agreed in the contract after reaching an agreement through consultation. System certification is not applicable to "tailor-made", but if an element of the standard is not applicable to the enterprise applying for certification, it is enough to explain in the quality manual that the element is not applicable to the enterprise.

4. How long does it take for the certification body to review the quality system documents?

A: The key to on-site audit is whether all quality system documents have been put into practice and can provide evidence of effective operation, including whether a comprehensive internal quality system audit and management review have been carried out according to the requirements of quality system documents. The specific shortest running time should be treated according to the specific situation of the enterprise, and it cannot be generalized. The center stipulates that the system will be officially operated for at least three months.

5. What should the quality system certification do?

A: First of all, we should set up a working group to implement standards led by the top managers of enterprises, and select consulting institutions and certification bodies. Secondly, conduct multi-level quality certification knowledge training to improve the quality of employees in an all-round way. Third, organize the preparation of quality documents such as quality manuals, procedure documents and work instructions, which will be issued by enterprise leaders. Fourth, employees are required to master the requirements of quality system documents and carry out their work as required. Fifth, carry out internal audit of quality system to correct and prevent unqualified products. Sixth, after the system runs stably for 3 months, apply for certification to the certification body. ISO9000 is not equal to high quality. Since 1996, China has gradually formed an upsurge of ISO9000 quality certification. Behind this upsurge, some enterprises believe that obtaining this certification means that products have obtained a "passport" to enter the international market. That was not the case.

With the acceleration of global economic integration, global trade protectionism has generally risen. In order to set up technical barriers and green barriers of non-tariff barriers, some countries have promulgated a series of international standard product certification systems in the form of legislation, especially those involving safety, health and environmental protection. These certification standards are much higher than ISO9000. For example, the EU's "CE" and "GS". Without these certifications, products will not enter the EU market at all.

On the one hand, China enterprises misunderstand ISO9000 because they don't understand it, and on the other hand, they regard it as an advertising brand and a means of promotion, so as to attract domestic consumers.

1) Apply for certification in the name of the group company, and define the certification scope through the places covered by the certification;

2) You can also apply for certification in the name of the corresponding factory or branch, but this factory or branch must have evidence that it can independently bear legal responsibility.

For these two reasons, some enterprises breathed a sigh of relief after obtaining ISO9000 certification, and did not promote quality management. In this way, the product quality is not too hard.

Quality management is a permanent basic work. Only after obtaining ISO9000, enterprises strictly implement its standards and gradually obtain higher standards of international certification, can they truly get a "passport" to the international market and meet the requirements of modern high quality.

6 enterprises to successfully pass the certification and achieve practical results, should pay attention to the following issues:

A:

● Take the implementation of standards and certification as an effective way to improve enterprise management quality and product quality;

● Select competent management representatives and give them sufficient authorization;

● Provide appropriate training for employees in various departments/positions/levels;

The attention of enterprise leaders is the key to do a good job in certification. Top management should:

(a) To formulate and promulgate the quality policy and quality objectives of the enterprise;

(b) Be responsible for the establishment, implementation, improvement and maintenance of the quality system, and preside over the management review;

(c) Providing necessary resources for the effective operation of the quality system;

(d) Establish an organizational structure suitable for the quality system and define responsibilities and relationships.

7. Can the supervision and audit be postponed?

A: The qualification of an enterprise to obtain the quality system certification shows that it has the ability to continuously and stably meet the specified quality requirements. Supervision and audit is the main effective verification means after certification, and it is also an important part of the qualified value of system certification. If the enterprise's system can't be regularly supervised, it means that it can't continue to provide trust to customers, which is often asked according to the relevant quality management system standards.

Frequently asked questions (FAQ) has changed since ISO 9000 was published in 2000. The questions listed in the list and their answers come from users of ISO 9000 international standards and related experts. After special seminars and discussions, they are representative all over the world. The list will be reviewed and updated regularly to maintain its accuracy, and new questions will be added as appropriate. At the same time, the compilers of this list also hope that this list can provide a good source of information for new users of ISO 9000 family standards.

8. How do enterprises choose consulting institutions?

Answer: Quality certification consulting is a highly technical professional service, so it is best for enterprises that need consulting services to choose certification consulting institutions with both professional capabilities and standardized services. Professional ability can not be narrowly understood as technical specialty, but means that consulting institutions should have a certain number of consultants with rich ISO9000 knowledge, preferably with the qualification of national registered auditors. Of course, these consultants also need to have a certain understanding of the technical specialty of the enterprise, and it is best to be familiar with it. In addition, it is necessary to evaluate consultants to understand their previous consulting performance.

9. Which enterprises are suitable for applying for quality system certification?

Answer: When there is no national standard or industry standard applicable to quality certification for enterprise products; Or the products of the enterprise are multi-variety, small-batch, expensive and need destructive inspection; When the purchaser only requires quality system certification, the enterprise should give priority to applying for quality system certification.

10. How much is the certification?

A: According to the scale and basic situation of an enterprise, it is generally necessary to invest tens of thousands to hundreds of thousands of funds, and the charging standards of various certification bodies are different.

1 1. Can the enterprise contribute, please consult the organization for arrangement?

A: No, the process of applying for certification is a process of improving enterprise management level and product quality, and it is a value-added process. If the enterprise itself does not enter the role, it is equivalent to losing this process.

12. How do enterprises choose quality system certification bodies?

Answer: The purpose of enterprise quality system certification is to provide customers with enough trust, indicating that its quality system has the ability to continuously and stably meet the specified quality requirements. This trust is indirectly proved by certification bodies, so enterprises should generally choose authoritative certification bodies with strong technical expertise, and their reputation and influence are easily accepted by a wider range of customers.

13. What is the conversion cost of the new standard?

A: One of the objectives of ISO/TC 176 is to minimize the potential cost of the new standard during a smooth transition period. Any extra expenses required can be regarded as value-added investment. The cost of any necessary changes to meet the requirements of the new ISO 900 1: 2000 standard is different for different organizations, because they are different in the actual operation state of the quality management system, the scale and structural complexity of the organization, and the attitude and obligations of top managers. At the same time, we expect that the benefits brought by the change of new standards to the organization are worthwhile compared with its expenditure in this respect. Regarding the cost of certification upgrade, IAF guidelines combine the review of new standards with the supervision and review of existing certifications to minimize the cost.

14. What are the requirements for enlarging and narrowing the quality system certification certificate?

A: In any of the following circumstances, a certified organization that has obtained the WIT certification may apply to the WIT supervision and management department for a conversion certificate:

Expanding or narrowing the scope of certification will be subject to on-site audit, and the certification method involves element increase, institution relocation, merger and division. If the certificate is changed due to the name of the certified organization, it is necessary to review its quality system documents to determine whether it has been changed accordingly.

The supervision and management department is responsible for reviewing the certificate renewal of the certified institution according to the certificate conversion procedure, and issuing a new certificate after being reviewed by the WIT compliance review team and approved by the WIT director. After the original certificate is recovered by WIT General Department, a new certificate will be issued.

The certificate number of the conversion certificate is the same as the original certificate, and the effective date is subject to the effective date of the original certificate. If the certified organization applying for certificate conversion is a merger of two WIT certified organizations, the supervision and audit department will negotiate with the organization to determine which organization's original certificate number will be renewed. In principle, the original certificate number will be used whichever institution name is adopted after the merger.
