1. Basic clauses

2. Temporary electricity organization design and electricity safety measures

A) When there are five or more temporary electricity-consuming equipment or the total capacity of the equipment is 50KW or more on the construction site, the temporary electricity-consuming organization design must be prepared and the site layout of the temporary electricity-consuming equipment should be drawn.

The organization design of temporary electricity consumption shall be compiled according to Technical Specification for Safety of Temporary Electricity Consumption in Construction Site and Guiding Opinions on Compilation, Implementation and Acceptance of Project Department in Work Area (Trial) (J [2010] No.460), and the compilation steps and contents include: site survey; Determine the incoming line of power supply; Location and line direction of substations, power distribution devices and electrical equipment; Carrying out load calculation; Selecting a transformer; Design distribution system (including designing distribution lines and selecting wires or cables; Design distribution equipment and choose electrical appliances; Design grounding device; Drawing power engineering drawings, mainly including general plan of power engineering, layout of power distribution equipment, wiring diagram of power distribution system and design drawing of grounding device); Design lightning protection devices and determine protection measures; Formulate measures for safe electricity use and electrical fire prevention.

B) When there are less than five temporary electrical equipment on the construction site or the total capacity of the equipment is less than 50KW, the measures for safe electricity use and fire prevention of electrical appliances shall be formulated, in line with the relevant provisions of Technical Specification for Safety of Temporary Electricity Use on Construction Sites (JGJ46-2005).

2.2 The organization design and change of temporary electricity consumption shall be implemented by the procedure of "preparation, review and approval", which shall be organized by electrical engineering technicians, signed by the chief engineer of the project, submitted to the mechanical equipment department of the company for review, and implemented after being approved by the chief engineer of the company. Temporary safe use of electricity and fire prevention measures for electrical appliances shall be implemented after being approved by the chief engineer of the project.

3. The construction site temporary electricity safety management

3. 1 Before the implementation of the electricity utilization project, the project department shall carry out the organizational design of temporary electricity utilization and/or the disclosure of technical measures for temporary electricity utilization safety.

3.2 Organize all kinds of power users (including site management personnel, technicians, electricians, power users, etc.). ) Conduct temporary electricity safety education and training, and work at his post only after passing the examination.

Electricians must pass the examination in accordance with the current "Management Rules for Safety Technical Examination of Special Operators" and hold relevant certificates. The installation, inspection, maintenance or removal of electrical equipment and lines must be completed by electricians under supervision. Non-electricians are prohibited from engaging in electrician work, and unqualified electricians are prohibited from taking up their posts without certificates.

3.3 Temporary power distribution cabinets, boxes and signs on the construction site shall be equipped according to unified standards. The purchased electrical equipment such as distribution cabinets, boxes and wires must pass 3C compulsory certification.

3.4 The temporary electricity utilization system or project must be constructed in strict accordance with the temporary electricity utilization construction organization design or temporary electricity utilization safety technical measures, and can be put into use only after being inspected and accepted by the mechanical and electrical department of the project.

3.5 Before using electrical equipment, electrical personnel should wear corresponding labor protection articles according to regulations, and check whether the equipment used and its related switch boxes, controllers and protection facilities are in good condition. Only after it is confirmed, can it be turned on. It is forbidden to operate and use defective equipment.

3.6 During the operation of electrical equipment, personnel shall not leave their posts. If there is any abnormality, you must immediately cut off the power supply, stop running, and report to the electrician for inspection and handling.

3.7 The switch box that temporarily stops using the equipment must disconnect the power isolating switch, and close the door and lock it to prevent people from going to electricity and preventing the equipment from starting by mistake;

3.8 When moving electrical equipment, an electrician must cut off the power supply and properly handle it. It is not allowed to dismantle the power supply by yourself, and it is not allowed to move the electrical equipment if it is not reliable to cut off the power supply.

3.9 In wet places, near live equipment, etc. There should be a special person to monitor the electricity operation; The guardian's safety knowledge and operating technical level shall not be lower than that of the operator; Guardians shall carry or use basic safety equipment when performing guardianship work, and shall not hold other jobs concurrently.

3. The maintenance of10 electrical equipment must be carried out by a licensed electrician in strict accordance with the operating procedures, and it is forbidden to carry out live maintenance.

4. Temporary electricity safety inspection

4. 1 The project department and shelf team shall be equipped with grounding resistance tester and insulation resistance tester, and conduct insulation and grounding resistance test and leakage protector inspection on a regular basis, and fill in the corresponding records.

4.2 The Project Department shall check at least once a month according to Table B. 14 "Construction Electricity Inspection Score Sheet" in the Safety Inspection Standard for Building Construction (JGGGG59-201).

4.3 In the process of carrying out safety inspection, the bureau, subordinate units, electromechanical, safety and quality departments of the bureau, and inspection teams should take temporary electricity safety as one of the inspection contents, and urge the responsible units or departments to make rectification when hidden dangers or problems are found.

5. Emergency management of on-site temporary electricity consumption

5. 1 All power consuming units should identify and judge the emergency situations such as electric shock and electrical fire that may occur on the construction site, determine key places or areas, and formulate targeted emergency plans and on-site disposal and first aid measures.

5.2 Prepare for emergency according to the requirements of emergency plan, organize emergency training and drills, and improve emergency rescue capability.

6. Safe electricity technology file management

The Project Department and the Shelf Team shall establish technical files for safe electricity utilization on the construction site and keep them properly. The technical archives for safe use of electricity shall at least include the following contents:

B) Inspection record of leakage protector;

C) Electrical insulation strength test records;

D) Test record of grounding resistance for temporary electricity utilization;

E) electrician check maintenance records;

F) Maintenance records of temporary electricity consumption;
