Article 2 The evaluation of titles of primary and secondary school teachers as mentioned in these Measures refers to the comprehensive evaluation of the morality, knowledge and professional level of candidates to be appointed as first-class teachers, senior teachers or full-time senior teachers through post competition, which is an important basis and key link for the post appointment of primary and secondary school teachers.
Third primary and secondary school teachers' professional title evaluation must be carried out within the approved proportion of teachers' post structure, and qualification evaluation beyond the proportion of post structure and out of post appointment shall not be carried out.
Fourth primary and secondary school teachers' professional title evaluation should adhere to democracy, openness, competition and merit-based, and encourage outstanding talents to stand out; Adhere to pay equal attention to teachers' morality, ability, performance and contribution, encourage primary and secondary school teachers to improve their teaching and educating level, and ensure the quality of evaluation.
Article 5 The title evaluation of primary and secondary school teachers shall be managed at different levels according to the personnel affiliation and title grade, and the Provincial Department of Human Resources and Social Security and the Provincial Department of Education shall be responsible for the title evaluation of senior teachers in the province and senior and intermediate teachers in provincial units; The Municipal Human Resources and Social Security Bureau and the Education Bureau are responsible for the evaluation of the titles of senior and intermediate teachers within their respective jurisdictions.
Article 6 The school shall, according to the number of teacher vacancies and work needs approved by the human resources and social departments, announce the number of positions to be hired and the conditions for competitive employment, formulate a competitive employment work plan, and organize the implementation after discussion and adoption by the general meeting of all faculty members or representatives of the school.
Seventh teachers (including teachers who have obtained the corresponding professional and technical qualifications before the reform but are not employed in the corresponding positions) apply to the employment school for competitive employment in accordance with the prescribed procedures.
Article 8 A school shall set up a recommendation committee (generally no less than 7 persons) mainly composed of peer experts and front-line teachers, to comprehensively evaluate teachers' morality, abilities, achievements and contributions in various ways, and put forward recommendations.
Ninth schools according to the recommendation of the recommendation committee, collective research to determine the recommended candidates, and publicity in the school, the time is not less than 5 working days.

Senior teachers in districts and cities are recommended by human resources and social security departments and education administrative departments in districts and cities.

Twelfth primary and secondary school teachers' professional title evaluation according to the need to set up senior, senior and intermediate professional title evaluation committee. Article 18 These Measures shall be implemented as of the date of promulgation.
Professional and technical qualifications of primary and secondary school teachers in Jiangxi Province
I. Scope of application
This qualification is applicable to those who are engaged in education and teaching research in ordinary primary and secondary schools, vocational middle schools, kindergartens, special education schools, reform schools, basic education and teaching research institutions, audio-visual equipment education institutions and other educational institutions in Jiangxi Province and have obtained corresponding teacher qualifications.
Second, the basic conditions
(a) support the leadership of the party, love the motherland, love the people, and abide by the Constitution and laws.
(two) have good ideological and political quality and professional ethics, abide by the "code of professional ethics for primary and secondary school teachers" and the "eight prohibitions" of professional ethics for primary and secondary school teachers in Jiangxi Province, love their jobs, care about students, and teach and educate people.
(three) with the corresponding teacher qualifications and professional knowledge and teaching ability, teaching in the front line of education and teaching, and earnestly fulfill the duties and obligations of teachers.
(4) Since taking office, the annual assessment and teacher's ethics assessment have been qualified (qualified) and above times, which meet the basic term requirements for reporting professional titles at the next higher level, and each has at least 1 time (2 times for full-time and senior teachers).

Since assuming the present position, one of the following circumstances shall not be declared within the prescribed time limit:
1. Three, the specific conditions of senior teachers
Academic experience
1. Have obtained a bachelor's degree or above for 5 years, obtained the qualification of senior teacher, and been employed as a senior teacher for 5 years.
2 compulsory education school teachers have more than 3 years of teaching (exchange) experience in rural schools and passed the examination.
3. Since teaching, I have worked as a class teacher for more than 8 years (including serving for more than 2 years) with outstanding achievements.
4. Since teaching, I have more than 2 cycles of teaching experience, or have worked in the graduating class for more than 3 years.
(2) Work tasks
1. Complete the workload specified in the teaching plan and the annual teaching times specified by the school, in which the teaching (listening) hours of the school leaders shall not be less than one third of the standard workload of teachers in this discipline; The teaching hours of teachers who are concurrently in charge shall not be less than half of the standard workload of teachers in this discipline. Teaching and research personnel should go deep into the school to investigate and guide teaching in a planned way, and complete the prescribed teaching quantity and evaluation quantity.

(1) Senior teachers

(2) Senior teachers

Seven. Interpretation of supplementary clauses

(2) Rural schools refer to teachers in public primary and secondary schools and kindergartens at or below the township level, excluding teachers in schools in central cities of counties (districts, cities).
(3) The teaching (exchange) experience of teachers in urban district schools or provincial schools without rural schools in weak schools is regarded as the teaching (exchange) experience of rural schools. Teachers who are less than 5 years away from the statutory retirement age are not required to teach (communicate) in rural schools.

(6) Teaching and research personnel refer to personnel engaged in educational and teaching research in basic education research institutions, audio-visual equipment institutions and other educational institutions.
(7) Circular teaching refers to the teaching from small classes to large classes in kindergartens, compulsory education in grades 1-6, 7-9, and ordinary high schools in grades 1-3. (10) National honorary title refers to the honorary title related to primary and secondary education and teaching jointly issued by * * * *, the State Council or the national education administrative department and the national people's social administrative department on behalf of the government, and the honorary title related to primary and secondary education and teaching issued by the national education administrative department is regarded as the national honorary title recognized by the majority of teachers in the system. Provincial honorary title refers to the honorary title related to primary and secondary education and teaching issued by the provincial party committee, provincial government, national ministries or provincial education administrative departments and provincial people's social administrative departments on behalf of the government. The honorary title related to primary and secondary education and teaching issued by the provincial education administrative departments and recognized by the teachers in the system is regarded as the provincial honorary title.
