Legal analysis: Hold a branch meeting in all general party membership meeting to discuss and decide issues. Party member, to which the branch belongs, should attend the meeting. Individual party member can't attend the meeting due to special circumstances, and should ask for leave in advance. When the formal party member attending the meeting exceeds half of the number of party member who should attend the meeting, the branch meeting can be held.

For example, when receiving and preparing for the branch meeting in party member, it was stipulated that party member could not attend the meeting for some reason and formally submitted written opinions to the branch, which should be included in the votes.

Legal basis: Article 16 of the Detailed Rules for the Development of China Producers' Party in party member. When the Party branch receives and prepares for general party membership meeting, the applicant shall report to the party organization his understanding of the party, the motivation for joining the party, his resume and the problems that need to be explained. The Party branch committee shall report the deliberation of the applicant to the general assembly. Party member fully discussed whether the applicant can join the Party and voted by show of hands or secret ballot.

Only when the number of people in favor exceeds half of the official party member, which should have the right to vote at the meeting, can the resolution of party member be accepted and prepared. If party member is unable to attend the meeting for some reason and formally submits written opinions to the branch, it will be counted as votes. When discussing the participation of more than two people at the party branch meeting, we must discuss and vote one by one.
