Article 2 The staffing of the People's Armed Forces Departments of all counties (cities, districts) in the province shall be implemented in strict accordance with the documents [1995] 12 and Guofa [1996]1. Article 3 The staff and workers of the People's Armed Forces Departments of all counties (cities, districts) in the province are under the unified management of the Shanxi Military Region, and the Military Division Command and the People's Armed Forces Departments of counties (cities, districts) designate special personnel to be responsible for the staff and workers management, and report the staff and workers management situation step by step according to the regulations, and the reported data and situation must be timely and accurate. The storage, transmission and use of employee statistics should strictly follow the procedures. Article 4 When there is a labor dispute between the people's armed forces department of a county (city, district) and its employees, it shall be settled through consultation in accordance with the relevant labor dispute provisions of the Labor Law and the relevant provisions of the army. Chapter II Employment and Transfer of Staff and Workers Article 5 The employment and transfer of staff and workers in the People's Armed Forces Department of a county (city, district) shall be carried out in accordance with the relevant provisions of the state, and the labor and personnel department of the county (city, district) shall go through the relevant formalities after being examined by the People's Armed Forces Department and reported to the military sub-division for approval. Article 6 The basic conditions for recruiting and mobilizing the staff of the People's Armed Forces Department are:

1. Adhere to the Four Cardinal Principles and volunteer for national defense. Abide by discipline and law, abide by professional ethics, obey organizational distribution, and keep military secrets;

Four, we must adhere to the principle of open recruitment, comprehensive assessment, merit-based employment, under the same conditions, priority employment, demobilized veterans. Article 7 When an individual applies for hiring or transferring employees, the People's Armed Forces Department shall conduct an assessment according to the political conditions of the recruits and the basic conditions for hiring and transferring employees, fill in the political examination form (which shall be included in the personal file management), and the county (city, district) labor and personnel department shall go through the formalities for hiring and transferring employees after the examination and approval of the military sub-division. Eighth warehouse police officers are not suitable for working in the people's armed system because of physical conditions, and should be adjusted according to the relevant policies of the state; Employees can be dismissed and fired. Ninth county (city, district) people's Armed Forces Department newly hired, transferred and hired workers, should be in accordance with the relevant provisions of the "Labor Law", and the employer signed a labor contract. According to the relevant regulations of the state and the army, contracts signed with employees generally do not exceed one year. Under special circumstances, with the approval of the superior, it can be extended appropriately. Article 10 Under any of the following circumstances, the People's Armed Forces Department may terminate the labor contract with it:

Serious violation of military discipline and relevant rules and regulations;

Two, serious dereliction of duty, corruption, causing great damage;

3. Being investigated for criminal responsibility according to law. Article 11 A labor contract shall be terminated upon its expiration. If both parties agree to renew the labor contract through consultation, they shall fill in the Approval Form for Renewing the Contract for Employees under the Labor Contract System and report it to the labor and personnel department at the same level for review. Chapter III Education, Training, Assessment, Reward and Punishment of Staff and Workers Article 12 Staff and workers' education mainly includes the education of the Party's line, principles and policies, the education of national laws and decrees, the education of observing discipline and military rules and regulations, the education of loving their jobs and devoting themselves to national defense, etc. Every year, it is arranged by the military division and organized and implemented by the People's Armed Forces Department. Thirteenth people's Armed Forces Department staff training, mainly on-the-job training, advocate on-the-job training. For professional and technical personnel, organizations can be organized to train on their behalf, and the training fees shall be implemented in accordance with relevant state regulations. Article 14 The recruitment, employment, transfer and promotion of employees shall be strictly assessed. The assessment contents mainly include political and ideological performance, work performance, technical and professional level, practical work ability and physical health. Fifteenth annual employee assessment by the county (city, district) people's Armed Forces Department under the guidance of the military division, the assessment results recorded in my file, as the basis for assessing employee performance; The People's Armed Forces Department should encourage employees engaged in technical jobs (specialties) to participate in the technical grade evaluation organized by relevant local departments. After passing the examination, the professional title shall be evaluated according to the regulations. Article 16 Employees who have made outstanding contributions or made remarkable achievements in work may be commended or rewarded according to the relevant provisions of the state and the army; Employees who have serious dereliction of duty or serious mistakes in their work should be punished according to the seriousness of the case and the rules and regulations of the state or the army.
