In order to implement the spirit of the 16th National Congress of the Communist Party of China and the Third Plenary Session of the 16th Central Committee, and effectively strengthen the rural labor transfer training, according to the requirements of the provincial rural labor transfer training plan and the provincial agricultural commission, the provincial labor and social security department, the provincial education department and other departments will make a 20xx province-wide training plan for migrant workers (hereinafter referred to as the plan), and our community will actively organize and make full use of the existing vocational and adult education resources in the future. According to the principle of "training serves employment, combining training with employment", taking service as the purpose, taking employment as the basis, taking the market as the guidance, focusing on developing vocational skills training, we will carry out rural labor force transfer training through multiple channels, levels and forms, strive to improve the comprehensive quality and employability of rural labor force, and serve "accelerating development, enriching the people and strengthening the region, and building a well-off society in an all-round way". According to this guiding ideology, the work plan of implementing the "Rural Labor Transfer Training Plan" of the Ministry of Education is put forward.

Labor transfer training should focus on junior and senior high school graduates and young and middle-aged laborers who fail to enter higher education, focus on guidance training and vocational skills training before labor transfer, and supplement the job skills training of on-the-job and demobilized migrant workers, and do a good job in labor transfer training according to local conditions. In guiding and training, we should pay attention to the multi-form and multi-channel training of employment knowledge and common sense of working for new-type labor exporters who intend to transfer to non-agricultural industries and cities and towns.
To carry out vocational skills training, we should aim at meeting the requirements of job skills, and train new laborers or young migrant workers in basic skills and technical operating procedures for different industries, different types of jobs and different positions. Carry out entrepreneurship training and provide entrepreneurship guidance for laid-off workers with corresponding conditions and entrepreneurial intentions. At present, according to the demand of the labor market, we should adjust and grasp the training direction and determine the key areas of labor employment training. If the labor intensity is high, it will absorb a large number of jobs in processing industry and construction industry; And catering, domestic service, daily necessities maintenance, marketing and other service industries with flexible employment methods, diverse employment categories and great employment flexibility. In terms of on-the-job training, it is necessary to carry out on-the-job training, job transfer and promotion in accordance with post requirements and the principle of filling vacancies. Relevant schools and training institutions should organize day schools, night schools and weekend schools, extensively carry out skills training, certificate training and academic education for migrant workers, and organize guiding training on urban civilized life and migrant workers' rights protection knowledge. General public knowledge training lasts 3-7 days, and vocational skills training lasts 1-6 months. The training time of vocational skills for special jobs can be adjusted appropriately according to needs.
Third, the organization and implementation of training
Education departments at all levels and all kinds of secondary vocational schools should achieve "five combinations", that is, adhere to the combination of vocational skills training and guidance training, general training and certificate training, short-term training and long-term training, practical teaching and theoretical teaching, face-to-face teaching and modern distance training, and constantly enhance the pertinence, applicability and effectiveness of training.

Order training is mainly to sign a training contract with the employer according to the number and category of employees, skill standards and time limit requirements put forward by the employer, organize student training according to the contract requirements, and deliver trained and qualified workers to the employer. Orienteering training mainly means that the training unit defines the training direction, determines the training content, training standards and training scale, carries out reserve training, and promotes the training results to the society through various forms.
