How to do a good job in democratic management of county-level trade unions
First, the workers' congress system is the main line of democratic management.

The workers' congress is the basic system for workers to participate in the democratic decision-making, management and supervision of enterprises, and it is also the basic system for continuously promoting the reform and development of factories and coordinating the harmonious and stable labor relations. Trade union organizations in enterprises should take the workers' congress as the main line and always safeguard the democratic rights and interests of workers. Insist on organizing one or two workers' congresses every year, and submit key issues such as major decisions related to the development of enterprises, important issues related to production and operation, important issues related to the vital interests of employees, honesty and self-discipline of leading cadres, business entertainment expenses, salary distribution, and economic responsibility system to the workers' congresses for deliberation in strict accordance with democratic procedures, so as to ensure that they cannot be reviewed, promulgated, and implemented without approval. At the same time, in order to give full play to the role of the workers' congress as the "main channel" and better promote democracy, trade union organizations should also actively discuss enterprise management and project construction during the workers' congress and collect opinions and suggestions from workers' representatives. We should speak freely, let the staff representatives speak freely through multiple channels, and let some good opinions and suggestions be used by enterprises and become the source of intelligence to promote development. After the closing of the workers' congress, if major issues involving the stable development of enterprises and the vital interests of workers are temporarily encountered, a meeting of heads of staff delegations should be held for discussion and approval, so as to maximize democracy and safeguard the legitimate rights and interests of workers. Collective contracts, special collective contracts for the protection of women workers' special rights and interests, special collective contracts for labor safety and health, and other contracts involving the fundamental interests of the masses of workers shall be examined and approved by the workers' congress and signed by the chairman of the trade union on behalf of the workers and representatives of the employer. Only through this democratic process can workers or representatives fully enjoy the right to know, participate and make decisions, and workers' representatives can speak freely and fight for their own interests.

Second, the openness of enterprise affairs is a platform for democratic management.

The publicity of enterprise affairs is the "top priority" for enterprise trade union organizations to do a good job in democratic management, and its contents are quite extensive, mainly in the following forms: the system of workers' congress; Joint meeting of workers' congresses; Joint meeting of the party, government and industry; Workers' Democratic Council; Staff hearing; Factory affairs publicity column; And other forms of disclosure. To do a good job in making business affairs public, we must find out what the content is. Only by making clear what must be made public and how to make it public can we really make enterprise affairs public and implement it well. At this stage, the contents of enterprise affairs disclosure of enterprise trade unions mainly include: important matters in the production, operation and management of enterprises and institutions; Major issues involving the vital interests of employees; Integrity and self-discipline of leaders; The use of business entertainment expenses; Democratic appraisal of leadership matters; Cadre management matters; Evaluation and engagement of professional and technical titles, rewards and punishments; Contracting matters of engineering construction projects; Procurement of bulk materials and disposal of wastes; 10 and many other matters related to improving the social reputation of enterprises and institutions. Secondly, it is necessary to grasp the key points of work in different periods, publicize the hot issues that the broad masses of workers are currently concerned about in a timely manner, make policies transparent at all levels, ensure fair, just and reasonable operation, and make the implementation of each policy get the support and support of workers, so that democratic management and supervision can really play an active role. Finally, to make enterprise affairs public, we must also organically combine publicity with internal control system and bring enterprise affairs public into internal control system. We should persist in taking sensitive issues such as product pricing, property rights disposal, material procurement, infrastructure investment, cost accounting, expenses, party style and clean government as the focus of combining factory affairs disclosure with internal control, and take issues of concern to workers and the masses as the focus of enterprise affairs disclosure, and pay attention to standardization, extension and implementation. By formulating feasible control procedures, we will promote the implementation of open supervision of factory affairs and promote the orderly, open and transparent democratic management of enterprises.

Three, do a good job in grassroots democratic management is the basis of enterprise democratic management.

Due to the different nature of work and personnel structure in grass-roots units, the democratic management of trade unions highlights the complexity and diversity, which increases the difficulty of democratic management. The roots of trade union work are at the grassroots level. Grass-roots trade union personnel are relatively concentrated, and everything is directly related to the vital interests of employees. Therefore, doing a good job in the democratic management of grass-roots trade unions has become an inevitable basis for the democratic management of trade unions in enterprises. In the practice of democratic management, there are mainly the following shortcomings in the democratic management of grass-roots trade unions: first, some grass-roots trade union cadres do not know what to grasp and where to start democratic management because they have not received professional training; Second, some grass-roots trade union chairmen think that trade union work is only to help the poor and organize some mass cultural and sports activities, ignoring the importance of democratic management; Third, some grassroots trade union cadres have a negative attitude towards doing a good job in democratic management of their own units. They think that the democratic management of trade unions is playing against the party and government leaders, afraid of offending people, and dare not carry out democratic management, which leads to the democratic management of their own units becoming a mere formality, and some even do not carry out it at all. In fact, the implementation of democratic management is the need to close the relationship between the party and the masses, strengthen mass supervision, strengthen the building of a clean and honest party style, and further mobilize the enthusiasm of workers. Democratic management has a strong policy and needs the cooperation and support of all parties. To do a good job in democratic management, grass-roots trade union organizations should first actively obtain the support of grass-roots party and government leaders, adhere to the political principle of democratic management of workers led by the party, and carry out their work under the leadership of party branches. Secondly, it is necessary to create an atmosphere for employees to participate in democratic management, strengthen publicity and education for employees, organize employees to study the Trade Union Law and other relevant laws and regulations on democratic management, let employees understand the significance, nature, role and specific content of democratic management, and enhance their awareness of participating in democratic management. At the same time, the democratic management at the grass-roots level must closely focus on the development center, serve the overall situation, have outstanding characteristics and be targeted.

Fourth, the construction of talent team organized by trade unions is the guarantee of democratic management.

The implementation of democratic management in enterprises depends not only on whether enterprise leaders rely on the concept of workers to run enterprises well, but also on whether trade union cadres have a high sense of ownership. Organizing a contingent of high-quality trade union cadres is the basis for improving the democratic management level of enterprises. The comprehensive quality of trade union cadres is related to the quality of trade union work. Therefore, improving the comprehensive quality of trade union cadres is an important link to improve the level of democratic management, and having a high-quality trade union cadre team is an important foundation of democratic management. Trade union organizations should pay attention to strengthening the training of trade union cadres in learning relevant laws, regulations and policies, and comprehensively improve the ability and level of trade union cadres to participate in enterprise management and safeguard their legitimate rights and interests. At the same time, we should actively attract some people with strong comprehensive ability, high quality and enthusiasm for trade unions to join the trade unions and strengthen the construction of the talent pool of trade unions. It is necessary to broaden the channels for selecting and employing trade unions through direct election of trade union presidents, and directly select some people with high trust, strong sense of responsibility and dare to speak for workers to join the ranks of trade union cadres, so as to further give play to the vitality of grass-roots trade unions.

Doing well the democratic management of trade union organizations in enterprises is a long-term and sustainable exploration process. We should further seriously consider the new ideas and methods of democratic management, and gradually summarize and improve them in practice. Only by implementing democratic management can we play an active and important role in promoting the healthy development of enterprises, maintaining the harmony and stability of enterprises and improving the management level of enterprises.
