Strengthening emergency management and responding to various public emergencies has become an important part of government administration at all levels. In the social management of the government, emergency management is a major event directly related to the national economy and people's livelihood and political stability. According to the analysis and prediction of the social situation, strengthening emergency drills is an effective means to run in emergency mechanisms, test emergency plans, train emergency teams and improve the ability of governments at all levels to deal with emergencies. The purpose of the exercise is to let participants and members of society feel the real scene of public emergencies; Test the effectiveness and feasibility of the emergency plan; Enhance the overall ability to deal with public emergencies. Through more than a year's work practice, study and think, and talk about my own views on how to do a good job in emergency drills. First, unify thinking, raise awareness and enhance the initiative of emergency drills. To do a good job, we must first unify our thinking and improve the understanding of leading cadres, and emergency drills are no exception. As far as a county (city) is concerned, the emergency management office engaged in the daily work of emergency management should analyze and predict the social and natural conditions at the beginning of the year, determine the annual exercise plan, report to the county (city) leaders, and strive for leadership support. County (city) committee and government leaders should improve their understanding of strengthening emergency management and make it clear that emergency management is an important part of government functions, so as to consciously perform emergency management functions. Support emergency drills in terms of funds, manpower, technology and materials, and provide political guarantee and economic support for the successful completion of emergency drills. Two, a clear responsibility, conscientiously do a good job in the planning and preparation of emergency drills. Emergency drill plan is the key to the success of emergency drill, which is the systematic arrangement of the whole process of emergency drill, including guiding ideology, drill purpose, simulated scenario, participating teams, using instruments, action steps, etc., and is the decisive factor for the smooth development and success of the drill. With the consent of the county (city) emergency management agency, under the leadership of the county (city) emergency management agency, organize experts from corresponding departments to carefully analyze the selected exercise items, select the exercise site, draw up the exercise scenes and details, and designate simulated actors, participating departments, controllers, evaluators and observers. According to expert analysis and scenario simulation, the corresponding exercise institutions are established, the tasks are decomposed, and the heads of each group are appointed, and each group refines each group's actions according to the tasks. According to the order of grouping first, then the whole, the drill will be conducted, and the comprehensive discussion will be carried out continuously, and the plan will be revised and improved to ensure the effectiveness of the drill plan and provide technical parameters for the smooth completion of the drill. Third, attach great importance to and actively implement the material support needed for the success of the exercise. Exercises are not just lip service. Drawing on paper requires concrete actions as well as tangible substances. As the main leader of the county (city) government, we should understand the emergency management from the perspective of politics and the overall situation, and do a good job in emergency management from the people-oriented idea of ensuring that people's interests suffer less and no losses. The purpose of emergency drill is to test the plan, train the team and improve the ability of governments at all levels to deal with emergencies. The success of a drill has a small impact on many departments and a large impact on the whole county (city), which requires strong material support. The main leaders of counties (cities) must make a comprehensive calculation, carefully grasp the amount of funds, materials and equipment determined in the exercise plan, and provide strong financial and material support for emergency drills. Fourth, seek truth from facts and conduct field exercises efficiently and quickly. The drills are divided into three types: desktop drills, functional drills and comprehensive drills. According to the nature of the drill, it can be divided into three types: inspection drill, research drill and demonstration drill. In field exercise, the control group plays an important role. It controls the time and progress of the drill according to the drill scene, ensures the comprehensive completion of the specified drill project, answers the questions of the participants, solves the problems in the drill process, and ensures the safety of the whole drill process, and the links are interlocking. According to the division of labor of each group, the person in charge of each group organizes the trainees to refine their actions, clarify their tasks and complete the drills of this group. Simulator is responsible for playing and replacing some emergency organizations and service departments, or victims or affected personnel in case of emergency development. The evaluation team is responsible for observing and recording the whole process of the drill, comprehensively analyzing all aspects of the drill after the drill, finding problems and providing substantive suggestions for promoting the preparation of emergency plans. In order to ensure that the whole process of the drill is closely connected and safe, the performance effect is obvious, and the purpose of training the team, running-in mechanism and testing scheme is achieved, the whole drill must be highly centralized, unified and organized, and all departments and groups should cooperate closely. All participating teams must have clear tasks, be agile, be disciplined and obey orders, so that the whole exercise process can be closely linked and completed in one go. The government emergency management office should always pay attention to all aspects of the exercise, the movements of each group and each participant, the placement of props and facilities, and the fidelity of the exercise, and assist the control group to ensure that the exercise is carried out as planned. Five, do a good job in the evaluation, analysis and summary of the exercise, and timely revise the exercise plan and emergency plan. Any work changes with the passage of time, and the working methods, methods and measures will also change accordingly. The same is true of emergency plans. Every drill will have some shortcomings and problems. After analysis and adjustment, the exercise program will be more compact and the plan will be more perfect. In order to ensure that each drill can achieve the expected results, train the team and the running-in mechanism, and improve the emergency response capabilities of governments at all levels. During each drill, all departments and relevant experts must be organized to analyze, evaluate and summarize the whole process of the drill in detail, find out the existing problems and deficiencies, and revise and improve the drill plan and emergency plan. The emergency plan and drill plan can adapt to the social reality, play a role at critical moments, and achieve the management objectives of quickly responding to emergencies, minimizing disaster losses, ensuring the safety of people's lives and property, and ensuring people to live and work in peace and contentment.
