Petrochemical engineering includes construction engineering, supporting engineering and auxiliary engineering within the production boundary. Article 3 The quality of petrochemical projects shall be governed by the system of combining the responsibility of the construction unit, the survey and design with the guarantee of the construction unit, and the supervision of the project supervision unit and the government. Article 4 The quality and technical supervision department of the autonomous region shall be responsible for the quality supervision and management of petrochemical projects in the whole region, and the quality supervision institutions of petrochemical construction projects of the autonomous region to which it belongs shall be specifically responsible for the quality supervision and management of petrochemical projects in the whole region.
The departments of housing and urban and rural construction, development and reform, economy and informatization, quality and technical supervision, production safety supervision and management, finance, fire protection, environmental protection and archives of the people's governments at or above the county level shall, according to their respective functions and duties, do a good job in the quality supervision and management of petrochemical projects. Fifth autonomous region petrochemical construction project quality supervision institutions shall establish a petrochemical engineering quality supervision expert database, organize experts to participate in petrochemical engineering construction drawing design document review, quality supervision and inspection and project quality acceptance. Article 6 The quality supervision institutions of petrochemical construction projects in the autonomous region shall establish the quality integrity files of petrochemical projects to realize information inquiry, exchange and sharing. Chapter II Quality Responsibility of Petrochemical Engineering Article 7 When engaging in petrochemical engineering construction activities, capital construction procedures shall be strictly implemented, and the principle of survey first, design later and construction later shall be adhered to. Article 8 The competent departments of development, reform, economy and informatization of the people's governments at or above the county level shall copy the approval or filing documents of petrochemical projects to the quality supervision institutions of petrochemical construction projects in the autonomous region. Ninth petrochemical engineering construction units shall submit the construction drawings and design documents of petrochemical construction and installation projects to the quality supervision institutions of petrochemical construction projects in the autonomous region for review. Construction drawing design documents without examination and approval shall not be used. Article 10 Before the petrochemical project starts, the petrochemical project construction unit shall go through the project quality supervision procedures at the petrochemical construction project quality supervision institution of the autonomous region.
Petrochemical engineering construction units shall, in accordance with the relevant provisions of the state and the autonomous region, submit petrochemical engineering approval or filing documents and related permits and approval documents, survey and design, construction, supervision and other relevant certificates and materials, and project quality responsibility commitment documents to the quality supervision institutions of petrochemical construction projects in the autonomous region.
The quality supervision institutions of petrochemical construction projects in the autonomous region shall conduct formal review and issue a notice of project quality supervision. Eleventh petrochemical engineering construction units should establish petrochemical engineering quality management institutions or equipped with petrochemical engineering quality management personnel, organize and coordinate the quality management work in the stages of survey and design, construction and trial production. Article 12 The construction unit of petrochemical project shall, in strict accordance with the relevant provisions of the state and the autonomous region on file management, collect and sort out the documents of all links of the construction project in time, establish and improve the petrochemical project files, and hand over the petrochemical project files to the relevant departments in time after the completion and acceptance of the petrochemical project. Thirteenth petrochemical engineering survey and design units shall conduct survey and design in accordance with the mandatory standards for engineering construction, and be responsible for the quality of their survey and design. Article 14 The building materials, building components and equipment selected by petrochemical engineering design units in the design documents shall be marked with specifications, models, performance and other technical indicators, and their quality requirements shall meet the standards prescribed by the state.
Petrochemical engineering design units shall not designate manufacturers and suppliers, except for building materials, special equipment and process production lines with special requirements. Fifteenth petrochemical engineering survey and design units shall participate in the joint review of construction drawings organized by the construction unit or engineering supervision unit, and be responsible for design disclosure; Participate in the acceptance of engineering foundation, main structure and completion quality; Timely deal with technical and quality problems related to design in construction; Cooperate with engineering quality accident investigation, and put forward technical treatment scheme. Sixteenth petrochemical engineering construction units shall be responsible for the quality of petrochemical engineering construction.
Petrochemical engineering construction units should establish a quality responsibility system and determine the project manager, technical director and construction management director.
In case of general contracting for petrochemical engineering construction, the general contractor shall be responsible for the quality of all petrochemical engineering; If one or more general contracts are carried out for the survey, design, construction and equipment procurement of petrochemical projects, the general contractor shall be responsible for the quality of the petrochemical projects contracted or the equipment purchased. Seventeenth personnel who have not obtained the registration certificate and practicing seal of China construction engineer shall not be the project leader of large and medium-sized petrochemical project construction units, and shall not engage in activities related to petrochemical engineering construction in the name of registered construction engineer. Article 18 If the general contractor subcontracts petrochemical projects to other units according to law, the subcontracting unit shall be responsible to the general contractor for the quality of the subcontracted projects in accordance with the stipulations of the subcontract. The general contractor and subcontractors shall bear joint and several liability for the quality of subcontracted projects.
