Not long ago, the Ministry of Education and other ministries and commissions jointly deployed and carried out special governance actions for off-campus training institutions. Chen Baosheng said that this measure is not to close the off-campus training market, but to rectify the illegal parts, increase the burden and disrupt the training market. The responsibility lies with the local government, and the education department is the front-line headquarters.
First, at the regulatory level, it is mainly to check violations, that is, to check qualifications. Second, on the hardware level, it is mainly to check the security. Third, check the syllabus at the teaching level. Shorter than teaching, shorter than training, longer than advertising, and longer than publicity. It is absolutely not allowed to create anxiety among parents with the enrollment rate and so-called packaging results. Fourth, check the behavior of management. Mainly to check the teacher, the teacher does not follow the outline in class, and goes beyond the outline after class, which is not allowed. Check whether the principal management is in place, and the training results of various training institutions cannot be linked to enrollment. Fifth, implement responsibilities. Has the education department made a move? Did the relevant departments cooperate? This is a systematic project. We can do this well by taking off our responsibilities and using them correctly.
Chen Baosheng said that governance is progressing step by step. The first stage is the promulgation of the Notice, which has already begun. The second stage is to carry out comprehensive rectification on this basis. At this stage, the tasks will be basically completed by the end of this year, and we will make demands to all localities item by item. The third stage is to further study and formulate policies and measures on the basis of the first two steps, list the "blacklist" and "whitelist" of training institutions, announce them to the whole society, and strive for the support and supervision of the whole society. We will do it well together. The first step is governance. The second step is to put forward an opinion on comprehensive construction and standardized development, which is being studied and formulated.
