Measures for the Administration of Maritime Traffic Safety Skills Training for Offshore Installation Personnel
China seamen shall, in accordance with the provisions of laws and administrative regulations on seamen management, apply to the maritime administrative agency for a seaman's competency certificate and obtain a health certificate. Foreign crew members working on ships of China nationality shall be subject to the provisions of laws and administrative regulations on crew management. The crew working on the ship shall conform to the scope, navigation area and position of the ship specified in the certificate of competency of the crew.

1. Ships engaged in construction operations shall operate in approved safe operation areas and implement maritime traffic safety management measures. Other irrelevant ships and offshore facilities are not allowed to enter the safe operation area. To obtain a permit for offshore construction, the following conditions shall be met:

(1) The units, personnel, vessels and facilities for construction operations meet the requirements for safe navigation, berthing and operation;

(2) Having a construction operation plan;

(3) Having safeguard measures, emergency plans and responsibility systems that meet the requirements of maritime traffic safety and the prevention and control of marine environment pollution by ships.

Two, the ship engaged in the following activities, should apply to the maritime agency:

(1) Dismantling and repairing the main engine, windlass, steering gear and boiler of ships with a gross tonnage of over 500 tons at sea;

(2) sea trials;

(3) Launching lifeboats and rafts for life-saving exercises;

(4) fumigation;

Three, the following ships entering and leaving the port and sailing in the port, shall apply to the maritime agency for escort:

(1) Ships with a deadweight of more than 3,000 tons and carrying dangerous chemicals in bulk, liquefied gases and flammable liquids with a closed cup flash point below 23℃;

(2) Super-large and super-heavy towing vessels;

(three) other ships that may seriously affect the safety of maritime traffic.

Article 11

China ship owners, operators or managers shall establish and operate a management system for safe operation and prevention of ship pollution.

If the maritime administrative agency has passed the audit of the management system specified in the preceding paragraph, it shall issue a certificate of compliance and a corresponding certificate of ship safety management.

Article 12

The owner, operator or manager of a China-registered international sailing ship shall establish a ship security system, formulate a ship security plan, equip the ship security equipment according to the ship security plan, and conduct regular drills.
