Civil aviation information training institutions refer to colleges and other civil aviation information training institutions that meet the basic training requirements. Article 3 Civil aviation information training is divided into basic civil aviation information training and later civil aviation information training.
Civil aviation information basic training (hereinafter referred to as basic training) is the initial training conducted in qualified civil aviation information training institutions in order to enable trainees to have basic knowledge and skills in civil aviation information work.
Civil aviation information on-the-job training (hereinafter referred to as on-the-job training) refers to the training organized by civil aviation information service institutions to make trainees adapt to the professional technical knowledge and skills needed for their posts. Job training includes job qualification training, business promotion training and new technology training.
The training program for civil aviation information officers shall be uniformly formulated by the Civil Aviation Administration of China (hereinafter referred to as CAAC). All civil aviation information service institutions and civil aviation information training institutions shall, according to the information training outline formulated by the Civil Aviation Administration and in combination with the specific categories and contents of training, formulate training plans and organize their implementation. Article 4 An applicant for a civil aviation intelligence officer license shall, in accordance with the Regulations on the Administration of Civil Aviation Intelligence Officer Licenses, complete basic training and post qualification training before applying.
The license holder of civil aviation intelligence officer shall complete business improvement training and new technology training in accordance with these rules, and meet the experience requirements stipulated in the Rules for the Administration of Civil Aviation Intelligence Officer License. Article 5 The Civil Aviation Administration shall be responsible for the unified management of national civil aviation information training. The regional civil aviation administration is responsible for coordinating, supervising and managing the civil aviation information training in this region. Article 6 Civil aviation information training institutions shall be responsible for the development of basic training.
Civil aviation information service institutions are specifically responsible for the development of aviation information training in their own units. Article 7 For the meanings of some terms in these Provisions, see Annex I to these Rules. Chapter II Basic Training Article 8 Basic training is the training for trainees to master the basic knowledge and skills of working as civil aviation intelligence officers, and it is a prerequisite for entering post training and obtaining the license of civil aviation intelligence officers. Ninth basic training should be implemented in accordance with the provisions of the training program.
The basic training time shall not be less than 800 hours, which can be completed during the academic education. The basic training time can be appropriately reduced, but it shall not be less than 200 hours, and the trainees who have passed the training of control, dispatch and other related majors are transferred to the civil aviation information major. Tenth participants in basic training should meet the following conditions:
(1) Having the physical conditions for engaging in civil aviation information work;
(2) Having the psychological quality and ability to engage in civil aviation information work;
(three) articulate, no color blindness and other defects;
(4) Have a certain English foundation. Chapter III On-the-job Training Article 11 On-the-job qualification training refers to training trainees so that they can master the necessary business knowledge and skills and obtain the qualification to work independently in civil aviation information posts.
The post qualification training time shall not be less than 1000 hours. Article 12 Business improvement training is the training for civil aviation intelligence officers to improve their business knowledge and skills.
Business upgrading training shall be conducted at least once every two years 1 time, and the training time and content shall be determined by civil aviation information service institutions according to the actual needs of trainees and civil aviation information work. Thirteenth new technology training refers to the irregular training to master the latest science and technology, technical standards or equipment use of civil aviation. Fourteenth job qualification training, business improvement training and new technology training, should pass the corresponding assessment. Chapter IV Organization and Implementation of Training Section I Organization and Implementation of Basic Training Article 15 A civil aviation informatization training institution engaged in basic aviation informatization training activities shall meet the following conditions:
(a) a sound training management system. Including student management system, teacher management system, teaching management and assessment system, training quality management system, teaching facilities and equipment management system and file management system;
(2) Having full-time managers and teaching staff suitable for the training scale;
(3) Having fixed sites and facilities that meet the requirements of training scale;
(4) Having teaching and experimental equipment suitable for the training scale;
(5) Having civil aviation information training materials and civil aviation information publications that meet the requirements of the training program;
(six) engaged in control, flight, dispatch training for more than 3 years.
Civil aviation information training institutions shall, within 1 month after the first training, submit the relevant materials and instructions that meet the training requirements to the local regional administration for the record. The regional administration shall timely report the relevant information to the Civil Aviation Administration for the record. The Civil Aviation Administration will regularly publish the catalogue of civil aviation information training institutions that meet the filing requirements. Institutions that have been put on record to carry out the training of aviation information officers and are no longer engaged in the training of basic aviation information officers shall promptly report to the Civil Aviation Administration and the local regional administration for the record.
