The 16th National Congress of the Communist Party of China put forward the requirements of "building a well-off society in an all-round way", "forming a learning society with all-people learning and lifelong learning, and promoting people's all-round development". Creating a learning community is the foundation of forming a learning society, the objective need of vigorously promoting community construction, and an effective way to improve the comprehensive quality of citizens and the degree of urban civilization. Since the pilot work of community education was carried out from 65438 to 0999, the work of community education in our city has started well and developed rapidly. In order to further promote community education and promote community construction, the relevant matters concerning the creation of a learning community are hereby notified as follows:

First, the guiding ideology of creating a learning community

To create a learning community, we should adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, adhere to the people-oriented principle, aim at improving the level of community civilization, citizens' comprehensive quality and meeting the overall requirements of community members' spiritual and cultural life, integrate and utilize community resources through the carrier and position of the community, and create a good atmosphere of "everyone learning, learning all the time and learning everywhere". Extensive and in-depth development of various forms of mass reading and learning and various cultural and sports activities, popularization of scientific and cultural knowledge, speeding up knowledge renewal, training and bringing up all kinds of talents, promoting the construction of modern new communities and promoting social civilization and progress.

Second, the basic connotation of learning community

Learning community refers to a new type of community, which starts from the spiritual and cultural needs of the masses, establishes and improves the community learning network and learning system, and continues to carry out learning activities organized by the community. Community residents widely participate in learning activities, and their comprehensive quality, quality of life and civilization are generally improved, and their interpersonal relationships are harmonious. Learning community is mainly composed of learning families, learning buildings and learning units.

Creating a learning family means that every family member can actively participate in leisure education such as academic education and vocational training according to their own development needs, and learning has become an important part of family life; Can actively participate in various community activities and serve the community enthusiastically; Neighborhood is harmonious, civilized and hygienic, helpful, and strive to become a civilized family in the community.

Creating a learning-oriented building group means that members of the building group regularly organize various learning activities, help each other, teach each other and learn from each other under the leadership of the building leader; Or often carry out various forms of learning and communication, which can play an exemplary role in various activities in the community and help other buildings make progress together; The corridor is neat and elegant, with a strong cultural atmosphere.

To create a learning unit is to give full play to the organizational role of government agencies, enterprises, trade unions, the Communist Youth League, women's federations and other institutions, take learning as the driving force, take * * * as the goal, integrate study, work and life, closely combine personal development with organizational development, form a * * * vision, gradually establish a mechanism to motivate employees for lifelong learning, and continuously improve their comprehensive quality and innovation ability. Learning units include learning institutions, learning enterprises and learning groups.

The selection of learning families, learning buildings and learning units is the responsibility of the district and county (city) community education functional departments, with the cooperation of relevant departments. Its establishment and selection will serve as an important basis for the selection of learning community.

Third, the basic requirements for creating a learning community

1. Establish an advanced learning concept. Through extensive and in-depth publicity, guide and cultivate community members to establish the concepts of "continuous learning", "lifelong learning" and "all-people learning", and organize all community members to consciously study political theory, science and culture, laws and regulations, economic management and business skills. Make learning an important part of the life of all members of society and constantly improve their comprehensive quality to meet the requirements of the development of the times.

2. Constantly enrich new learning content. According to the new requirements of the development of the situation, we should pay close attention to the new trends of international economic, political and cultural development and the new wave of information revolution and knowledge economy. Starting from the needs of residents, combined with the actual situation of the community, we should scientifically determine the learning content, guide all members of the community to learn all kinds of knowledge such as politics, economy, culture, science and technology, law, health, housekeeping and life, and strive to make the knowledge level of community members adapt to the new requirements of the times. Continuously improve the quality of learning and improve the pertinence and effectiveness of learning.

3. Establish a wide learning network. Make full use of community cultural and educational resources, establish and improve community civic schools, cultural activity centers, community reading rooms and community cultural squares, strengthen interactive exchanges between community cultural and educational units, and establish a wide learning network.

4. Improve the systematic learning system. According to the characteristics of the community, establish various community cultural learning organizations, and form a relatively complete community party member education, preschool education, health education, legal education, family planning education, safety education, youth education, elderly education, floating population education and other learning systems.

Fourth, the main measures to create a learning community

Party committees and governments at all levels should regard building a learning community as a long-term and important task that has a bearing on the overall situation and put it on the important agenda. Strengthen leadership, unified deployment, regular supervision and inspection, and actively promote the construction of learning communities. Building a learning community is led by the community education professional guidance group of the municipal community construction leading group, and the relevant functional departments are responsible for each other and coordinate with each other to form a joint force for building a learning community. All districts, counties (cities) and streets (towns) should also strengthen their leadership and guidance on the creation work. Community neighborhood committees should designate special persons to be responsible for formulating construction plans, learning plans and learning systems, and implement the construction of learning communities in an organized and step-by-step manner. Through the joint efforts of the whole society, a learning community operation mechanism led by Party committees and governments, guided by functional departments, sponsored by streets and communities, strongly supported by all sectors of society and all units in the region, and widely participated by residents will be formed to promote the sustainable and in-depth development of learning communities.

2. Strengthen the propaganda of building a learning community. All news media and communities should publicize widely, actively guide community members to adapt to the requirements of the development of the times, update their concepts, actively study and be good at learning; Strengthen typical propaganda and create a public opinion atmosphere that advocates learning and respects knowledge in the community; In-depth report on the good measures to develop community education and build community education network; Publicize the good practices and experiences of building a learning community and create a good public opinion environment for building a learning community.

3. Strengthen the construction of learning community facilities. To build a learning community, we must do a good job in the construction of civic schools, villagers' schools, community cultural activity centers, elderly activity rooms, community reading rooms, national fitness centers and other related facilities. Governments at all levels and relevant functional departments should raise funds through multiple channels, increase investment in the community, build, renovate and expand community learning and education facilities, establish well-laid books and newspapers outlets, form a sound network of hardware facilities, provide good learning and education places for community members, and create good learning and education conditions.

4. Strengthen the integration of community learning and educational resources. To build a learning community, it is not enough to rely only on the existing learning and education facilities in the community. It is necessary to fully tap and integrate the learning and education resources of the stationed units and give full play to the role of the stationed units. All organs, organizations, enterprises and institutions, especially educational and cultural units, should try their best to open libraries, reading rooms, activity rooms, classrooms and other places of study and education and other related facilities to the society; It is necessary to actively carry out the co-creation and co-construction activities of units and communities in the region, with * * * participation, * * * learning and * * * improvement; All units in the district should actively participate in community learning activities, do their best to provide financial, material, human and intellectual support for community learning activities, and promote the healthy development of learning communities.

5. Strengthen the construction of backbone team in learning community. (1) Do a good job in the study of community party member cadres. Party member cadres should set an example and take the lead in learning. Through in-depth study of political theory, intensive reading of one's own business and diligent study of one's own self-cultivation knowledge, the surrounding people are influenced and driven to learn, and an atmosphere of learning, research, exploration and innovation is formed in the whole community. (2) Do a good job in the study of community neighborhood committee cadres. Organize and study the organic law of neighborhood committees, relevant laws and regulations, democratic autonomy and other related knowledge, drive community residents to actively participate in the construction of grassroots democratic autonomy, and give play to the role of "self-management, self-education and self-service" of community neighborhood committees. (3) Do a good job in the study of community workers. The evaluation of learning community should be combined with the selection of demonstration community and civilized community, and the advanced units that create learning community should be selected in time. Since 2006, based on the establishment of advanced units in learning communities, learning communities have been selected. The selection of learning community is organized and implemented by the community education professional guidance group of the municipal community construction leading group.

The evaluation is carried out by listening to reports, consulting materials, holding symposiums, sampling questionnaires, etc., and the year-end comprehensive evaluation is combined with the daily inspection of relevant departments. After evaluation, those who meet the standard of "learning community" will be named "learning community" and awarded medals in recognition. Implement dynamic management of activities to create a "learning community". Those who have won the title of "learning community" will be reviewed once every three years, and those who fail the review will be removed from the list.

Creating a learning community is an important measure to implement the spirit of the 16th National Congress of the Communist Party of China and an important and urgent task for governments at all levels and the broad masses of the people.
