Measures for the implementation of continuing education for primary and secondary school teachers in Anhui Province
In order to further strengthen and standardize the continuing education of primary and secondary school teachers, according to the Teachers Law of People's Republic of China (PRC), the Provisions of the Ministry of Education on the Continuing Education of Primary and Secondary School Teachers (Order No.7 of the Ministry of Education) and the Provisions on the Continuing Education of Professional and Technical Personnel in Anhui Province (No.24 of Anhui Jiaofa [2000]), combined with the actual continuing education of primary and secondary school teachers in our province, these implementation measures are formulated. 1? Under the leadership of the provincial government and the macro guidance of the Provincial Personnel Department and the Provincial Department of Finance, the Provincial Department of Education is in charge of the continuing education of primary and secondary school teachers in the province, responsible for formulating teacher training policies, setting teacher training types, and managing and supervising teacher training. Education administrative departments at all levels shall manage the continuing education of primary and secondary school teachers in their respective jurisdictions.

2? The province established a joint meeting of continuing education for primary and secondary school teachers attended by education, personnel, finance, price and other departments (see annex 1), which is responsible for coordinating the continuing education for primary and secondary school teachers. In addition to the continuing education of primary and secondary school teachers (see Annex 2), unreasonable teacher training will be suspended. New primary and secondary school teacher training must be proposed by the sponsoring department, and can be implemented only after the approval of the joint meeting of the necessity, feasibility, qualification and funding arrangement of the provincial training institutions, and strictly follow the principle of "who trains, who pays", and the sponsoring department is responsible for bearing the related expenses arising from the training.

3? Municipal education administrative departments should set up corresponding leadership and working institutions, county education administrative departments should determine a responsible comrade, and city and county education administrative departments should be equipped with corresponding staff.

4? Teacher training institutions at all levels are the main bases for continuing education of primary and secondary school teachers; Normal universities undertake corresponding training tasks under the unified deployment of education administrative departments; Primary and secondary schools are the main positions of continuing education.

5? The continuing education of primary and secondary school teachers shall be under the leadership responsibility system, with overall planning, graded management and graded responsibility. The principal responsible persons of education administrative departments at all levels, teachers' training colleges, relevant normal colleges and primary and secondary schools are the first responsible persons of continuing education.

6? The continuing education of primary and secondary school teachers and the construction of continuing education bases are the important contents of educational supervision and the ninth five-year plan.

7? The decision-making responsibility system and accountability system shall be implemented in the training of primary and secondary school teachers. Through special supervision, the training order shall be rectified, the training behavior shall be standardized, the training effectiveness shall be enhanced, the training of primary and secondary school teachers shall be minimized, and the burden on teachers shall be effectively reduced. 1? The overall goal of continuing education for primary and secondary school teachers is to establish modern educational concepts, improve professional ethics, enhance the ability to implement quality education and promote teachers' professional development. The main goal is to cultivate and improve teachers' ability to implement the new curriculum of basic education.

2? The principles of continuing education for primary and secondary school teachers are: hierarchical classification, adapting to local conditions; Keep pace with the times and teach students in accordance with their aptitude. According to the development of basic education and the actual needs of teachers, adjust and constantly improve the content of continuing education in time; Adhere to the combination of centralized face-to-face instruction, self-study and school-based training; Adhere to the countryside, send teachers home, adhere to innovative training models, and promote distance training for teachers. The continuing education of primary and secondary school teachers takes five years as a cycle. Since 2006, primary and secondary school teachers have received continuing education for no less than 72 hours per cycle every year.

1? In-service training for teachers. The total hours of continuing education for all teachers in primary and secondary schools and kindergartens are 360 hours. According to the subject teaching plan, organize and implement it at different levels. Among them, the national and provincial professional and technical personnel training is 80 hours. Public courses are included in the school-based training of teachers' continuing education, which is specifically guided and implemented by the local personnel and education administrative departments. In order to alleviate the contradiction between work and study and the economic burden of primary and secondary school teachers, teachers are not allowed to leave the county in principle to participate in centralized face-to-face lectures. The training of primary and secondary school teachers is carried out by local teachers' training schools or related normal colleges. Training fees are paid by departments, schools and individuals. Individual contributions are collected by the training unit in accordance with the Notice of the Provincial Price Bureau and the Department of Finance on Printing and Distributing the Interim Measures for the Management of Training Fees in Anhui Province (No.243 [2003] of Anhui Province).

2? Training of backbone teachers. The training time of key teachers in primary and secondary schools selected and recognized by the administrative department of education is 1 year, with 240 hours of centralized training. The provincial training of backbone teachers shall be implemented by provincial training institutions according to the provincial training plan. No training fees are charged to teachers.

3? Improve academic training. Primary and secondary school teachers participate in training to improve their academic qualifications, and with the approval of the school, they voluntarily participate at their own expense. The Provincial Department of Education put forward a training plan and entrusted relevant universities to organize its implementation. Primary and secondary school teachers can participate in training to improve their academic qualifications, which can be converted into certain continuing education hours.

4? Intel Future Education Project Training. According to the unified deployment of the Ministry of Education, it is organized and implemented by the municipal education administrative department, and no training fees are charged to teachers.

5? New course training. Basic education departments carry out special training on curriculum reform, which is included in teachers' continuing education, and is organized and implemented by education administrative departments at all levels, and teachers' training fees are not charged.

The specific implementation details of the above training shall be issued separately by the relevant departments of the Provincial Department of Education. 1? The continuing education of primary and secondary school teachers in the province uses the "Continuing Education Certificate for Professional and Technical Personnel in Anhui Province" uniformly printed by the Provincial Personnel Department, and the certificate issued by any other unit is invalid.

2? Certificate issuance. The municipal personnel administrative department is responsible for the serial number and seal of the continuing education certificate of primary and secondary schools in this area, and the education administrative department at the same level is responsible for the unified application and issuance of the certificate.

3? Registration and verification of certificates. Training institutions at all levels are responsible for centralized face-to-face registration, primary and secondary schools are responsible for school-based training registration, and the provincial primary and secondary school teachers' continuing education center is responsible for the registration of provincial unified examination courses. County (District) education administrative departments are responsible for the audit of school-based training courses, and municipal education administrative departments are responsible for the audit of centralized face-to-face courses. The province organizes annual spot checks on the registration and certification of continuing education certificates in various cities.

4? Teachers who participate in backbone teacher training should provide backbone teacher training notice and certificate of completion, and the provincial primary and secondary school teachers' continuing education center will handle the on-the-job training exemption certificate for teachers within the period, and register the relevant contents in my continuing education certificate.

5? As a complete system record of primary and secondary school teachers' participation in continuing education, the certificate of continuing education is kept by the teacher himself, and it is invalid if it is altered. If the certificate is damaged or lost, it shall apply to the issuing unit for a replacement in time. 1? The continuing education of primary and secondary school teachers is mainly based on financial allocation. The continuing education funds of the education administrative departments at or above the county level shall be arranged by the finance at the corresponding level, and the standard of funds shall not be less than 0.5% of the total wages of primary and secondary school teachers, and shall be earmarked in the local education funds. The local education surcharge is used for teacher training in compulsory education at a rate of not less than 5%. In areas with financial difficulties, it is necessary to actively establish a mechanism for education administrative departments, schools and teachers to share the cost of continuing education. The special funds for provincial continuing education are appropriately increased year by year, focusing on the training of rural backbone teachers and trainers.

2? Primary and secondary schools with good conditions for running schools should draw special funds for teachers' continuing education according to a certain proportion of business expenses and school income.

3? The education administrative departments at all levels shall, jointly with the financial departments, set up special funds for the training of backbone teachers and trainers at the same level in the education budget at the beginning of the year.

4? The funds for continuing education of primary and secondary school teachers shall be uniformly managed by the education administrative department at or above the county level. Among them, the funds directly used for running a normal college shall be arranged by the competent department in the preparation of the annual budget according to the training plan.

5? Primary and secondary school teachers who have been approved by the administrative department of education and schools to participate in continuing education and complete the task of continuing education, their learning expenses shall be spent in the continuing education funds and the business funds of their schools according to the relevant provisions.

7? Encourage primary and secondary school teachers to continue to receive education and accept funding and donations from domestic and foreign organizations and individuals, and actively strive for various project funds. 1? According to the Ministry of Education's Guiding Opinions on Strengthening the Construction of County-level Teacher Training Institutions (Teacher [2002] No.3) and the evaluation criteria of demonstration county-level teacher training institutions, education administrative departments at all levels should strengthen the standardized construction of continuing education bases at the corresponding level and gradually build teacher training bases into teaching, teaching materials, experiments, audio-visual education and education research centers.

2? Continuing education institutions at all levels can declare the qualification of continuing education base according to their own school conditions and service scope, which is determined by the education administrative department at the same level, and the results are reported to the personnel department at the same level for the record.

3? Local people's governments are responsible for the construction and management of continuing education and training bases at all levels. The Provincial Department of Education, according to the Ministry of Education's "Evaluation Criteria for Demonstration County-level Teacher Training Institutions", organizes demonstration evaluation and qualification evaluation of county-level teacher training institutions in the province; Identify the qualifications of provincial continuing education bases in conjunction with the personnel administrative department. The Provincial Department of Education conducts an assessment every two years. Those who do not meet the requirements or violate the relevant regulations will be disqualified from the base. The base implements an annual inspection system, and bases at all levels report annual inspection reports to their competent departments. 1? Primary and secondary school teachers are required to participate in continuing education and enjoy the same wages, bonuses and welfare benefits as on-the-job personnel.

2? Regions, units and individuals that have made outstanding contributions to continuing education shall be commended and rewarded by the education administrative departments at or above the county level.

3? All primary and secondary school teachers who evaluate and employ professional titles, re-engage, compete for posts, promote and appraise excellent teachers should submit the continuing education certificate to the personnel administrative department at the same level for verification according to regulations.

4? It is the right and obligation of primary and secondary school teachers to receive the required continuing education. Primary and secondary school teachers refuse to participate in the training without justifiable reasons or interrupt the continuing education that must be attended according to the regulations without consent, and their qualifications for post appointment shall be cancelled by their schools, or the post evaluation and appointment shall be postponed, and all expenses for continuing education shall be borne by themselves.

5? Where the training of primary and secondary school teachers is held in violation of the provisions of these measures, teachers have the right to refuse to participate, and at the same time, the responsibility of the organizer and the main person in charge should be seriously investigated.

6? On the primary and secondary school teachers' continuing education and training base construction work leadership, resulting in unable to complete the training task of the unit, the first responsible person in the annual assessment shall not be rated as excellent, if the circumstances are serious, give informed criticism until administrative sanctions. 1? Teachers' continuing education in kindergartens, special education institutions, secondary specialized schools, normal schools, vocational schools and other educational institutions shall be implemented with reference to these measures.

2? These Measures shall be interpreted by the Provincial Department of Education.

3? These Measures shall come into force as of the date of promulgation.
