Measures to undertake property inspection
The Measures for Acceptance Inspection of Property was formulated by the Ministry of Housing and Urban-Rural Development and came into effect on 2011. According to the Measures for Undertaking Property Inspection, if the construction unit and the property service enterprise maliciously collude and practise fraud, and * * * infringes on the interests of the owner in undertaking property inspection, both parties shall bear joint and several liability for compensation. If the realty service enterprise undertakes the property without acceptance, and the defects in the parts and facilities of the property cause damage to the owners, the realty service enterprise shall bear the corresponding liability for compensation.

1. What items does the property fee include?

1. Maintenance expenses of public property and supporting facilities, including management expenses of external walls, stairs, walkways, elevators (escalators), central air conditioning system, fire fighting system, security system, television audio system, telephone system, power distribution system, water supply and drainage system and other machines, equipment and mechanical facilities.

2. Salaries of managers, including wages, allowances, welfare, insurance, clothing expenses, etc.

Second, the property fee collection standard

1, and the first-class charging standard is 1.00 yuan/month per square meter (including taxes).

2. The secondary charging standard is 0.75 yuan/month per square meter (including taxes).

3. The third-level charging standard is 0.50 yuan/month per square meter.

Legal Basis: Measures for Undertaking Inspection of Property Article 1 These Measures are formulated in accordance with the provisions of the Property Law of People's Republic of China (PRC), the Contract Law of People's Republic of China (PRC) and the Regulations on Property Management in order to standardize the undertaking inspection of property, strengthen the guidance and supervision of the previous property management activities and safeguard the legitimate rights and interests of owners.
