The Measures for the Administration of Meeting Fees of Central and State Organs (No.216) stipulates that meetings of central and state organs are divided into four categories, of which four categories refer to other business meetings except the first, second and third categories, including small seminars, symposiums and evaluation meetings.

A class of conference fees shall be charged in the special funds of the departmental budget, and the second, third and fourth class conference fees shall be charged in the public funds of the departmental budget in principle. The conference fee shall be borne by the conference organizer, and shall not be charged to the participants, and shall not be passed on or apportioned to subordinate organs, enterprises, institutions and places in any way.

However, institutions have many types of industries, different personnel identities, complex business nature and diverse sources of funds. In addition to the conference fees included in the budget and collected from public funds, there are also academic exchanges, seminars and forum meetings with fees or half fees.

The General Office of the Ministry of Education issued the Detailed Rules for the Implementation of the Measures for the Administration of Conference Fees of Units Directly under the Ministry of Education (Trial) (J.C.F. [2016] No.5). The four types of meetings also include defense meetings, demonstration meetings, bidding meetings, forums, job fairs, presentations and other forms. The Ministry of Education made it clear: "It is forbidden to charge any fees to the participants for all meetings held with financial funds, and it is strictly forbidden to pass on the assessed conference fees.

For meetings held through various funding channels, according to the principle of cost compensation, all units may appropriately charge conference fees to the participants, and the charging standard shall not exceed the comprehensive quota standard. "
