The Measures for the Administration of Meeting Fees of Central and State Organs (No.216) stipulates that meetings of central and state organs are divided into four categories, of which four categories refer to other business meetings except the first, second and third categories, including small seminars, symposiums and evaluation meetings.

A class of conference fees shall be charged in the special funds of the departmental budget, and the second, third and fourth class conference fees shall be charged in the public funds of the departmental budget in principle.
