3. Parents' safety awareness is not strong. Many illegal training institutions have fire safety hazards, such as high floors, blocked safety passages and poor evacuation. However, due to the weak safety awareness of parents, there is a lack of screening and elimination of training institutions with mixed quality, which has contributed to the survival of illegal training institutions to some extent.

Based on the above reasons, it is suggested that:

1, grasp the source. Strict training license approval requirements, to ensure that the license is complete. Off-campus training institutions must obtain a school license after examination and approval, and register to obtain a business license (or a certificate of legal person of a public institution or a registration certificate of a private non-enterprise unit, the same below) before training can be carried out. Those who have obtained the school license and business license, and found that they do not meet the set standards in the course of running the school, shall be rectified in accordance with the requirements of the standards. If the rectification is not in place, the school license shall be revoked according to law and the training activities shall be terminated.

2. Strong management: The competent authorities should play a supervisory role, conduct regular inspections and give full play to their supervisory responsibilities. Strengthen illegal banning and media exposure.
