Legal basis: Article 63 of the Regulations on the Administration of Registration of Enterprise Legal Persons in People's Republic of China (PRC). If an enterprise or institution engages in business activities without approval and registration, it shall be ordered to stop its business activities, its illegal income shall be confiscated, and a fine of less than three times its illegal income shall be imposed.
