For the insured enterprises facing temporary difficulties in production and operation, which are expected to recover, and insist on not laying off employees or laying off fewer employees, the return standard can be determined according to the local monthly unemployment insurance premium per capita and the number of insured employees not exceeding 6 months, or according to the social insurance premium payable by the enterprise and its employees not exceeding 3 months. The accumulated balance of unemployment insurance fund in the co-ordination area where enterprises are guaranteed to return to work in the previous year should have a reserve capacity of 12 months or more, and the co-ordination area where enterprises in difficulty are guaranteed to return to work should have a reserve capacity of 24 months or more. For the overall planning areas with insufficient reserve capacity, it is necessary to give full play to the role of provincial adjustment funds, help local enterprises to implement the difficult return to work policy, and let qualified enterprises enjoy policy support as much as possible.
(2) Broaden the scope of replacing training with work.
Support enterprises to carry out training for newly recruited workers, expand jobs and expand employment. For small and medium-sized enterprises that employ people with employment difficulties, family members with zero employment, college graduates within two years of leaving school, and registered unemployed people, if they carry out training for workers, they can be given vocational training subsidies according to the number of people they absorb.
Support difficult enterprises to carry out training instead of work, stabilize employment and ensure life. For small and medium-sized enterprises that are temporarily difficult in production and operation due to the epidemic situation and have stopped working, if employees are organized to carry out training on behalf of employees, vocational training subsidies can be given to enterprises according to the number of employees who organize employee training.
According to the actual situation, all localities can expand the scope of subsidies for foreign trade, accommodation and catering, cultural tourism, transportation, wholesale and retail industries that are greatly affected by the epidemic to all kinds of enterprises. Subsidy funds are mainly used to carry out staff training and staff living allowance. Eligible work-for-relief enterprises applying for vocational training subsidies should provide the local human resources and social security department with the roster of employees who are working for relief and the bank statement for paying wages in the current month (in which the enterprises that stop production need to provide the bank statement for paying wages in the last quarter). With the approval of the local human resources and social security department, the subsidy funds shall be paid to the basic account opened by the enterprise in the bank every month. The subsidy standard shall be determined by the provincial human resources, social security and financial departments, and the maximum subsidy period shall not exceed 6 months. The required funds shall be paid from the special account funds for vocational skills upgrading. The acceptance period of the vocational training subsidy policy of replacing training with work is 65438+February 3, 20201,and the original implementation period of the policy of replacing training with work remains unchanged.

(2) Strengthen the supervision of capital guarantee. All localities should increase the protection of vocational training subsidies by replacing industry with training to ensure the implementation of policies. It is necessary to monitor the operation of the unemployment insurance fund on a monthly basis, strengthen the situation prediction and timely regulation, and ensure that the fund is balanced, safe and sustainable. (3) Strengthen organizational leadership.
