3 to implement the organization and leadership of production safety, the establishment of production safety committee, chaired by the chairman or general manager.

4. Must implement the safety management force, should be set up in accordance with the law of production safety management institutions, fully equipped with strong registered safety engineers and other professional safety management personnel.

5. It is necessary to implement the safety production reporting system, regularly report the relevant safety production situation to the board of directors and the performance appraisal department, and announce it to the public.

Five in place means that safety responsibility, safety investment, safety training, safety management and emergency rescue must be in place.
