As the national teaching examination in charge of the Ministry of Education, how do you view the organization and management of Band 4 and Band 6?

Abstract: CET-4 and CET-6 are generally recognized by the society because of their scientific proposition and comparability of scores. Since the implementation of this examination, the number of people taking the examination has increased year by year, but the hidden dangers and loopholes in the examination organization have become problems that universities must solve. Combined with the actual situation of Northwest A&F University, this paper introduces the beneficial experience, and in view of the problems existing in the current examination management of CET-4 and CET-6, puts forward to strengthen the examination management of CET-4 and CET-6 from four aspects: strengthening the concept, perfecting the system, strengthening the education of examination style and discipline, and strictly managing the examination process.

CET-4 and CET-6, as a national teaching test administered by the Ministry of Education, has played an important role in objectively and accurately measuring college students' actual English ability with its scientific authoritative proposition and comparable scores since it was officially implemented in 1987, and has been widely recognized by universities and society. A complete system has been formed in management, that is, a large-scale examination carefully organized in strict accordance with the quality requirements of standardized examinations. However, with the continuous expansion of the enrollment scale of colleges and universities, the number of people applying for CET-4 and CET-6 has increased year by year, and in recent years, the spread of unhealthy examination styles such as cheating in social examinations in colleges and universities has brought great pressure to the examination organization. How to strengthen the organization and management of CET-4 and CET-6 has become a topic of concern and the direction of efforts of examiners in each test center.

First, the experience summary of examination management

Based on many years' experience in examination management in Northwest A&F University, this paper attempts to summarize the organization and management of CET-4 and CET-6 for peer exchange and discussion.

1. Optimization of examination environment. In the past, Northwest A&F University used low-power FM playback system in CET-4 and CET-6, which caused great noise interference, and some classrooms could not hear clearly, which affected students' CET-4 and CET-6 scores. After the proportion of new listening questions increased, the school set up an audio playback system in two teaching buildings that participated in the main examination in time. In 2009, two old FM systems in South Campus and North Campus were updated to high-power playback systems, covering more than 5 kilometers, which greatly improved the broadcast reception effect of CET-4 and CET-6. In order to curb students' cheating with communication tools, candidates are required not to bring mobile phones and other communication tools into the examination room. If they do this, they will be punished as cheating in the exam. According to the expected number of examination rooms, the school is fully equipped with metal detectors, mobile phone signal shielding devices and wireless frequency meters for testing and troubleshooting before and during the exam. The optimization of the examination environment has improved the examination results of the candidates of Northwest A&F University, and the passing rate of Grade 4 (425 and above) of the two graduates in 2008 and 2009 is above 80%.

2. Registration management is standardized and efficient. Northwest A&F University adopts two-level registration management mode. In order to effectively put an end to the problem of social candidates applying for exams, the Academic Affairs Office directly derives the basic information of students from the student status database, completes the electronic registration board and sends it to the Academic Affairs Offices of various colleges, and then the colleges organize students to register their classes and sign a letter of commitment for the integrity exam of candidates. Each college will review the students' registration qualifications and check the number of applicants within the specified time, and then return the approved electronic registration disk, the signed candidate commitment letter, the number of applicants in each grade and the registration fee summary table to the Academic Affairs Office, which will be transferred to the CET-4 and CET-6 registration system. Students' registration photos adopt the processed campus "all-in-one-card" photos, and the Academic Affairs Office associates the photo information with the registration data, and then reviews the candidates who can't match the photos one by one. Finally, print out the student registration information with photos and send it to the students for review. Enjoy the electronic photo materials of "one card" directly, which greatly saves the time of taking photos, saves a lot of manpower and material resources, and ensures the accuracy of the materials. At the same time, it also checks the registration qualifications to effectively curb cheating before the exam.

3. Pre-test guidance meeting system. Before each exam, Northwest A&F University will organize a coordination meeting for CET-4 and CET-6, as well as a training meeting for invigilators and invigilators. The examination coordination meeting requires the secretary in charge of student affairs, dean of teaching, logistics management, security department and other department heads related to the examination to attend. The meeting was presided over by the vice president in charge of teaching, and the director of the academic affairs office made detailed arrangements for the examination work. The meeting requested all colleges, the Student Affairs Office and the Youth League Committee to do a good job in the integrity education and the publicity of examination discipline for candidates before the exam, and all relevant departments fully cooperated with the Academic Affairs Office to do a good job in the examination to ensure the smooth progress of the exam. The training meeting for invigilators and invigilators shall be presided over by the director of the Academic Affairs Office, and the section chief in charge of CET-4 and CET-6 emphasizes the responsibilities of invigilators and invigilators. This paper introduces the previous work experience, and puts forward new requirements for examination and invigilation combined with the spirit of the new examination documents.

4. Responsibility system for examination work. According to the characteristics of a large number of students in northwest agriculture and forestry science and technology, the examination room is located in the south and north campuses, and it is difficult to organize the examination. There are/kloc-0 examiners in Grade 4 and 6, and the vice president in charge of teaching in the school is responsible for the whole examination. There are 2 examiners' assistants, and each campus assists the examiners to organize the examination comprehensively. There are 1 deputy examiners, who are headed by the director of the academic affairs office and assist the examiners to complete the examination. There are two deputy examiners in the campus, who are responsible for the examinations in each campus. According to the situation of the examination room, several examination room offices are set up in sections, and each examination room office is provided with 1 person in charge and several examination personnel. Each examination room has a clear responsibility for invigilating 1 person and invigilating 1 person. The person in charge of the examination room office is fully responsible for the work of the examination area, including the collection and return of examination questions, the handling of emergencies, the handling of students who violate the rules in the examination, the division of labor of examination personnel in the examination room office, and the report of the examination situation. Other examination staff cooperate with the person in charge of the examination room office to do a good job in the examination. The responsible invigilator is fully responsible for the examination room, including the collection and return of test questions and test supplies, the protection of test papers, and the filling of examination record sheets. The invigilator shall cooperate with the responsible invigilator to complete the invigilation. By defining the job responsibilities and job requirements of each staff member who takes the exam, the whole exam can be carried out in an orderly manner.

Second, the examination management problems and countermeasures

Although Northwest A&F University has made some achievements in the preliminary work, there are also some common problems like other universities, such as insufficient understanding, invigilators not meeting the requirements of standardization, and various forms of high-tech fraud. In order to ensure the smooth progress of the examination work, we should strengthen the examination management from the following four aspects.

1. unify thoughts, raise awareness, mobilize the whole school and work together. Leaders' attention and unified understanding are the premise of doing well in CET-4 and CET-6, the high sense of responsibility of invigilators is the key to doing well in invigilation, and the effective scheduling of examination managers is the guarantee for the smooth development of examination work. In addition, in many aspects, such as the safety management of test papers, the scheduling of examination rooms and office buildings, the telephone calls of invigilators and examiners, listening playback and equipment support, the safety of test sites, power supply and medical services, etc. It needs the support and cooperation of the relevant departments of the school to ensure the smooth progress of the exam.

2. Improve the examination management system, and establish the examination work responsibility system and accountability system. It is necessary to improve the examination management system according to the needs of the examination, embody the incentive and restraint mechanism, clarify the post responsibilities, work requirements and responsibility consequences of the examination organizers, relevant departments, examination staff and invigilators, and establish the responsibility system and accountability system for the examination work. Solve the problem that all departments support and cooperate with the examination work, and solve the problem that teachers are unwilling to undertake the invigilation task. "The invigilation work should be linked with the evaluation of teachers' teaching quality to enhance their sense of responsibility and self-reliance." "When choosing invigilators, we should choose invigilators with strong party spirit and serious responsibility, implement file management, hold certificates and establish a reward and punishment mechanism. "

3. Seriously discipline and strengthen the rule of law. Examination of discipline and discipline is the fundamental yardstick to measure the success or failure of organizational examinations and the quality of examinations. Take CET-4 and CET-6 as an opportunity to strengthen policy propaganda and discipline education, so as to drive the examination style and discipline of other examinations. Starting with standardizing all aspects of organizing examination management, we should prevent cheating through mobile phones, the Internet, stealth machines and other means, and strengthen the supervision and inspection of the whole examination process. As long as there is cheating in violation of discipline, no matter who it is, we must check it out to the end.

4. Strictly standardize the examination process management. Standardize the management of the examination process and strictly control the examination is the key to organize the CET-4 and CET-6. The realization of target management is based on standardized process management. According to the specific examination regulations of the provincial examination center, detailed and operable operating points and rules suitable for invigilators and invigilators in our school are formulated as the key training contents of invigilators and invigilators at the invigilator training meeting. According to the actual situation of the test center, strictly regulate every detail of receiving, transmitting, distributing, unsealing, distributing, sorting, binding, sealing and returning the test paper to ensure the safety of the test paper. Through in-depth and meticulous process management, ensure the smooth completion of the exam.

In short, with the national education department constantly improving the principles and policies of CET-4 and CET-6, constantly strengthening the supervision and management in the implementation process, reducing the social weight of CET-4 and CET-6, strengthening the leadership and management of CET-4 and CET-6 in colleges and universities, establishing and improving various rules and regulations, and building an efficient and capable examination management team and a well-trained invigilator team, various problems existing in CET-4 and CET-6 will be effectively overcome.
