Implement the access system for art training institutions.
1. Art training institutions shall be organized by legal persons or natural persons other than state institutions for the society and registered as for-profit art training institutions.
2. The establishment of art training institutions shall conform to the requirements of the Access Guide for Art Training Institutions in Jinhua Primary and Secondary Schools, engage in art training activities in accordance with the standardized procedures of the Procedures for the Establishment of Art Training Institutions in Jinhua Primary and Secondary Schools, and be pre-approved by the local cultural administrative department and registered by the market supervision department.
3. Art training institutions shall not engage in subject training.
4. Art training institutions for preschool children and ordinary high school students shall be implemented with reference to this plan.
Standardize the examination and approval registration procedures and exit mechanism.
1. According to the discipline management mode of the education department, the examination and approval and registration of art training institutions are subject to territorial management, and the county-level cultural administrative department is responsible for pre-licensing.
2. The sponsor shall declare the name of the training institution to the local market supervision and management department, apply to the local cultural administration department for the establishment of an art training institution with the name specified in the Reservation Notice issued by the market supervision and management department, and register it as a profit-making art training institution with the approval permit to the local market supervision department.
3 art training institutions in the same county to set up branches or training points, must be in accordance with the "one point one certificate" for approval; The establishment of branches or training points across counties requires the approval of the county-level cultural administrative department where the branches or training points are located.
4. When applying for registration, a training institution shall specify the service content of the training institution in its business scope. If a training institution changes its registered items, it shall obtain the consent of the administrative department of culture in advance.
5. The municipal and county cultural administrative departments should take the lead in setting up an expert group for the assessment and appraisal of art training courses, and issue appraisal conclusions on fuzzy art training courses provided by training institutions. The appraisal results should give a clear "artistic" or "non-artistic" conclusion.
6. If the license and business license are revoked in violation of national laws and regulations, and the administrative department blacklists them for three times, the art training institution needs to terminate the training service due to poor management. Art training institutions shall properly arrange students and staff before terminating their services.
Implement the duties of art training institutions.
1. Information disclosure. Art training institutions shall establish an information disclosure system, and shall hang the license documents issued by the cultural administrative department and the business license issued by the market supervision and management department in a prominent position in the school premises; Training teachers, shifts, contents, enrollment targets, charging standards, class hours, etc. It should be publicized in a prominent position in the place. The training time shall not conflict with the teaching time of local primary and secondary schools, and the training end time shall not be later than 20: 30.
2. Contract constraints. Art training institutions shall sign standardized service contracts with student guardians, and clarify the responsibilities, rights and obligations, service items, charging standards, refund standards and procedures, and dispute resolution methods of both parties.
3. The system is perfect. Art training institutions should establish and improve the teaching management system and carry out teaching activities in strict accordance with the teaching plan and syllabus; Implement student registration system and establish standardized student files; A safety management system should be formulated to strengthen the safety education and management training of employees.
4. Periodic reports. Art training institutions shall submit an annual work report to the cultural administrative department at the end of each year. The contents of the work report include compliance with laws, regulations, rules and national policies, training activities carried out according to the annual plan, registration procedures performed according to regulations, changes in personnel and institutions, and financial management.

Strengthen organizational leadership
Cultural administrative departments at all levels should set up working groups to strengthen the organization and leadership of the "double reduction" work. The municipal administrative department of culture is responsible for formulating the access guide for art training institutions in primary and secondary schools in the city. County cultural administrative departments should combine local conditions, find out the base, define standards, distinguish responsibilities, refine and improve work measures and work plans, actively prevent and resolve risks, and ensure the effectiveness of the "double reduction" work.
Strengthen supervision and management
In accordance with the spirit of the Notice on Strengthening the Prepayment Supervision of Off-campus Training Institutions jointly issued by the Ministry of Education and other six ministries and commissions, and the Implementation Plan for Further Reducing the Students' Homework Burden and Off-campus Training Burden in Compulsory Education, cultural administrative departments at all levels should establish and improve the supervision and management system of art training institutions in primary and secondary schools, supervise the prepayment of art training institutions by means of bank custody and risk deposit, and implement the "black and white list" system of art training institutions.
Strengthen law enforcement inspection
Cultural administrative departments at all levels shall, jointly with public security, construction, market supervision, fire control and other departments, strengthen the law enforcement inspection of art training institutions in primary and secondary schools, intensify the investigation and punishment of illegal acts of training institutions, and punish those who set up art training institutions in primary and secondary schools without approval, or training institutions that do not meet relevant standards and norms in accordance with relevant national laws and regulations.

Article 1 Scope of application
Within the administrative area of Jinhua, art training institutions such as music, dance, fine arts, drama, opera, Quyi, etc., which are organized by legal persons or natural persons other than state institutions with non-state financial funds and approved in advance by the local cultural administrative department, are hereinafter referred to as "art training institutions".
Art training institutions shall not engage in subject training.
Article 2 Conditions of Organizer
The organizers of art training institutions shall be legal persons or natural persons other than state institutions.
Art training institutions are social organizations, which should have legal personality, good credit status and no bad records. Their legal representatives have China nationality, good conduct, political rights and full capacity for civil conduct.
If an art training institution is a natural person, it shall have the nationality of China people, have political rights and full capacity for civil conduct, have a good credit status and have no criminal record.
If there are more than two sponsors running a school jointly, a cooperative education agreement shall be submitted, specifying the amount, methods, rights and obligations, ranking of sponsors, dispute resolution methods, etc.
Article 3 Name of institution
Art training institutions can only use one name, and the name shall not contain ambiguous or misleading words, and shall not violate public order and good customs. Where a foreign name is used, its foreign name shall be semantically consistent with the Chinese name.
The name of the training institution consists of the administrative division name, font size, industry description and organizational form:
1. Name of administrative division: the structure of "XX District or XX County of Jinhua City" is generally adopted.
2. Font size: It consists of two or more Chinese characters, and personal names are not allowed to be used as font sizes, and the words "China", "China", "International" and "Global" are not allowed to be used as prefixes.
3. Industry description: generally described as "XX training institution, XX training center", etc. In order to reflect the types or characteristics of training, industry expressions such as "dance training" and "music training" can be used.
4. Organization form: limited company, joint stock limited company, etc.
5. The name hanging on the facade of the training institution shall be consistent with the registered name, and the words "education" and "school" shall not be used in the name.
Article 4 Training ground
The sponsor shall provide a fixed place that is suitable for the training project and scale and meets the safety conditions. Organizers need to have proof of property rights of their own venues. If they rent venues for running schools, they should provide legally binding lease contracts. The lease term shall not be less than three years from the date of applying for running a school.
Site selection: residential buildings, simple buildings, basements, semi-basements and other houses with potential safety hazards or unsuitable for art training activities are not allowed to run schools. Training places shall meet the requirements of the Code for Fire Protection Design of Buildings, the Code for Indoor Environmental Pollution Control of Civil Construction Projects and other standards, have good lighting, lighting, ventilation and drainage conditions, and pass the house safety appraisal and fire administrative license according to law. The floor of the training institution shall not be higher than 5 floors, and 14 students shall not be higher than 3 floors.
Area: The area of the training venue should be adapted to the content and scale of running a school. The average construction area of the teaching room in the same training period should be not less than 3 square meters, and the dance and drama classes should be not less than 5 square meters. The construction area of dance and drama schools is not less than 300 square meters, and the construction area of other schools is not less than 150 square meters. The name of the institution is "XX Training Center", and its area shall not be less than 800 square meters.
Article 5 Training teachers
Art training institutions should be equipped with managers and full-time and part-time training teachers with reasonable structure and meeting the needs of art training. There are not less than 3 full-time training teachers, and they must sign employment contracts with training institutions for more than 1 year. Training teachers should hold the teacher qualification certificate or the corresponding professional ability certificate corresponding to the teaching content. No on-the-job staff in cultural centers, state-owned colleges or public art schools, and no on-the-job teachers in primary and secondary schools shall be employed. The employment of overseas and foreign personnel shall comply with the relevant provisions of the state, and go through the registration formalities in accordance with the relevant provisions of the state.
Article 6 Curriculum Requirements
Training institutions should have a clear school purpose and training objectives, and should formulate corresponding training course plans and outlines and equip them with corresponding teaching materials. Training materials must adhere to the correct political direction and value orientation, and report to the cultural administrative department for the record. Involving the introduction of teaching materials, it shall strictly abide by the relevant provisions of the state publication import management. Training teachers, shifts, contents, enrollment targets, charging standards, class hours, etc. It should be publicized in a prominent position in the venue.
Article 7 Registration examination and approval
The approval and registration of art training institutions shall be subject to territorial management, and the county-level cultural administrative department shall be responsible for pre-licensing. The sponsor of an art training institution shall register with the local market supervision and management department as a profit-making training institution with an approved name and approved by the local cultural administrative department. Art training institutions that set up branches or training points in the same county shall be examined and approved in accordance with the "one point one certificate"; The establishment of branches or training points across counties requires the approval of the county-level cultural administrative department where the branches or training points are located.
Article 8 Strengthen supervision
Establish a "black and white list" system for art training institutions, and the fund management of art training institutions shall be implemented with reference to the Measures for the Administration of Education Discipline. Fees and standards should be publicized to the public, and fees that span more than 3 months shall not be charged at one time. We should encourage the training mode of paying after training or selling a class, and use a standardized art training service contract. The risk reserve system is implemented, and it is registered as a general art training institution of 6.5438+0.5 million yuan and an art training center of 300,000 yuan. The risk reserve is entrusted to a third party for management.
Article 9 Supplementary Provisions
The cultural administrative departments at the county level shall, in light of their own reality, formulate the access standards for local art training institutions with reference to these Guidelines, and file them with Jinhua Municipal Bureau of Culture, Radio, Film and Television Tourism.
Where there are new provisions in national laws, regulations and rules, those provisions shall prevail.
