In 2007, as a pilot project of health supervision system reform, the "County Health Law Enforcement Supervision Institute" was established, with 8 staff members, but due to the adjustment of functions, the staffing was reduced to 5. In 20 15, it was officially renamed as the county health and family planning supervision and law enforcement brigade. The team has five authorized personnel and three in the establishment. At present, there are 2 law enforcement officers, seconded by districts and townships 1 (mainly engaged in the certification of health and family planning in government affairs centers), and 2 vacant personnel. (II) Main job responsibilities Health law enforcement supervision mainly undertakes the supervision and management of public health, medical health, occupational health, radiation health, environmental health and school health in the county;
Organize supervision and inspection of public places, drinking water safety and prevention and control of infectious diseases, and rectify and standardize the medical service market;
To undertake the investigation and evidence collection of health administrative punishment cases, put forward punishment suggestions, implement punishment decisions, and participate in the investigation and handling of public health incidents, major epidemics and emergencies. (3) Law enforcement guarantee 1. Financial guarantee. Second, the main work carried out
(1) Handling of administrative license. In order to fully standardize the behavior of health licensing, make the work procedure of health administrative licensing legal, and fully reflect the openness, fairness and justice of health administrative licensing, the law enforcement brigade further improved the examination and approval procedures of health administrative licensing and strictly controlled the key points of health administrative licensing. Since 20 18, a number of family planning work items have been handled, and 60 hygiene licenses for public places, 0 licenses for medical institutions and more than 0/000 health certificates have been accepted. None of them applied for administrative reconsideration or filed an administrative lawsuit, which achieved the goal of zero complaints in health administrative licensing. (2) Strengthen industry publicity and training. According to the laws and regulations such as the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Measures for the Hygiene Management of Drinking Water, the Law of People's Republic of China (PRC) on Traditional Chinese Medicine, the Detailed Rules for the Implementation of the Regulations on Hygiene Management in Public Places, the Measures for the Administration of Disinfection, the Law on the Prevention and Control of Occupational Diseases, and the Regulations on School Health Work, publicity and training have been carried out since 20/00/9 in combination with the Seventh Five-Year Plan and AIDS. Up to now, our team has inspected 9 public places and dispatched supervisors 18 times. With the repeated guidance and help of law enforcement officers, the health awareness of beauty salon managers has been greatly improved. The second is to carry out special rectification actions for drinking water hygiene and safety. Focusing on the characteristics of drinking water pollution incidents in winter and spring, the law enforcement brigade went to Longgou Waterworks for many times to conduct special inspections on whether the water supply and management personnel have obtained health certificates, the implementation of the water-making workshop system, the disinfection of the factory water, the sanitary conditions of the storage tanks, and whether the wading products meet the national requirements. After problems are found in time, rectification is required to eliminate the hidden dangers of drinking water hygiene and safety. Since 20 19, * * has inspected the waterworks five times, dispatched supervisors 15 person-times, completed water quality monitoring and inspection 68 times, and issued three supervision opinions, thus ensuring the sanitation and safety of drinking water for the people in the county. The third is to carry out special rectification actions against illegal medical practice. Mainly focusing on the floating population gathering places such as the urban-rural fringe, we will severely crack down on unlicensed "black clinics" that have not obtained the "Practice License for Medical Institutions" to carry out medical activities. Focusing on individual clinics, severely investigate and deal with the behavior of hiring doctors or non-doctors to practice medicine without obtaining the practice license of medical institutions. Since 20 19, special rectification actions have been carried out three times, and supervisors and health coordinators have been dispatched for 8 1 person. Once, I found a visiting doctor and participated in it alone. The health coordinator stopped his illegal behavior in time, and the personnel involved were persuaded to retreat by education. Effectively maintained the normal medical service market order in the county and ensured the life safety of the people in the county. The fourth is to carry out special rectification actions of centralized disinfection units for meals (drinks). Seven special inspections were conducted on whether the business premises of centralized tableware disinfection units in the county meet the hygiene requirements, whether employees have obtained health certificates, whether the disinfection products documents used for registration are complete, and whether the tableware disinfection quality is qualified. 4 copies of supervision opinions were issued and 3 times of on-site guidance were given. Administrative penalty starts from 1, and the penalty amount is 1 ten thousand yuan. The fifth is to strengthen the awareness of health and safety supervision in accommodation places. In order to strengthen the health laws, regulations and business knowledge in the accommodation industry, law enforcement officers have made many door-to-door services, and publicized and explained health knowledge and work requirements through on-site lectures and centralized training. Up to now, four supervision and inspection actions have been carried out, with a total of 156 households supervised, 4 copies of supervision opinions were issued, and 97 households were instructed on the spot, with an administrative penalty of 10 unit and a fine of 8,000 yuan. Through the implementation of case management, the uneven awareness of law-abiding in the accommodation industry in public places in our county has been better improved. (5) Strengthen the supervision of medical market order. In order to effectively strengthen the management of hospital infection in medical institutions and effectively curb the occurrence of iatrogenic infection, the Law Enforcement Brigade of the Health Planning Commission organized the heads of medical units to carry out special training on hospital infection management. In combination with the requirements of environmental supervision, special rectification actions for medical wastes were carried out for many times, and 37 supervision opinions were issued. * * County-level medical institutions 12 households, township health centers/6 kloc-0 households, and 9 individual clinics were inspected, and supervisors 179 people were dispatched, and three medical institutions were given administrative punishment of 20 19 and fined. Hold special meetings to conduct special inspections on the safety facilities, ledger registration, prescription management and management system of narcotic drugs, psychotropic drugs and painkillers in medical institutions. At the same time, all medical institutions are required to strictly implement the relevant laws and regulations on the management of narcotic drugs and psychotropic drugs, constantly improve the procurement, acceptance, storage, storage and distribution of narcotic drugs and psychotropic drugs, and constantly strengthen various management systems and safety measures. (seven) to strengthen health co-management services. The law enforcement brigade constantly improves the professional skills of health supervision coordinators, strengthens the training of laws, regulations and professional knowledge of health supervision coordinators, and encourages them to participate in the training of health supervision coordinators held in counties. The annual training plan for health supervisor co-management was formulated, and all health co-management institutions were organized to carry out self-study and online learning was carried out by using the online training platform. (eight) comprehensively promote the "double random" sampling work. In order to seriously implement the work requirements of "double random and one open" and successfully complete the supervision and sampling tasks assigned by the state and the province, our county acted quickly, set up a working group of "double random" supervision and sampling, formulated the implementation plan of "double random" supervision and sampling work in the county, established the responsible supervisor of each sampling work, and stipulated the completion time limit of each sampling task. Selected personnel participated in the "double random" special training meeting on supervision and sampling inspection, and unified arrangements were made for the tasks, inspection contents, inspection items and work requirements of national supervision and sampling inspection, and the sampling inspection work was carried out in an orderly manner. (9) Strengthen occupational health management. Due to the change of functions, occupational health has returned to the health department. In order to further perform our duties, our team conducted a thorough investigation on 2 1 units involved in the prevention and treatment of occupational diseases in the county, publicized and guided the Law on the Prevention and Treatment of Occupational Diseases in 68 units, and entrusted medical institutions with occupational health examination qualifications to conduct health examinations on 64 people involved in occupational diseases in our county. In order to further strengthen the principle of "three publicity and one supervision" in health law enforcement work, the law enforcement brigade timely studied and tracked the information of the platform connecting the two laws and the platform integrating politics and law, timely reported the power list and the handling of cases to the Legislative Affairs Office, constantly improved the network publicity and strengthened the management of paper files, assigned special personnel to be responsible, and closely combined information publicity with file management, thus standardizing the health supervision and law enforcement behavior and promoting the management of health supervision and law enforcement traces. Three. Existing problems and the next work plan Under the great attention of the county party committee and the government, under the supervision and management of the county people's congress, with the strong support of the county health bureau, and under the care and guidance of the health supervision department, great progress has been made in the supervision and law enforcement of health and family planning in our county from 2065438 to 2008. However, there are also many problems, which are as follows: First, the health supervision and law enforcement team is weak. There are few law enforcement personnel, many supervision objects and great responsibilities, and "one person has more posts". This is the health supervision team. From 20 18 to now, the law enforcement personnel of this brigade have 3 members and 2 are on the job. The staffing does not match the amount of supervision within the jurisdiction, and the heavy workload has brought great pressure to law enforcement personnel, resulting in poor supervision of health law enforcement. The second is the handling of the health law enforcement supervision brigade. Health law enforcement is a low-level law enforcement department entrusted by the Health and Health Bureau. Compared with other departments, it is more difficult for law enforcement personnel to enjoy treatment. Third, it is difficult to guarantee the funds for special supervision and law enforcement. Funding guarantee is the premise of supervision. Due to the lack of funds for health administrative law enforcement, China's health administrative law enforcement cannot be carried out in depth. Fourth, law enforcement facilities and equipment are not matched. In 20 13, the central government provided rapid detection equipment in the construction project of health law enforcement system, but most of them were food rapid detection tools, and the only water quality equipment and school environment detection equipment were in English. After the equipment was equipped, there was no sales company to train law enforcement personnel, and the equipment has not been used normally so far. The lag of detection means of health law enforcement has led to the superficial health supervision and law enforcement, which has not been deepened. Fifth, unsupervised law enforcement vehicles. Daily supervision, special supervision and emergency law enforcement of health law enforcement all need to go out to perform their work. Without the protection of special law enforcement vehicles, the written law enforcement was finally formed behind closed doors. Based on the self-examination and summary of the work throughout the year, in view of the above shortcomings, our team has formulated the next work plan in combination with the actual situation of our county: First, we will continue to take environmental protection as the key work in recent years, do a good job in medical waste management, seize the opportunity of environmental protection, and further standardize the medical waste disposal management in our county. The second is to strengthen the publicity and management of public places, beauty salons, schools and other crowded places to ensure the orderly prevention and control of infectious diseases;
Strengthen the supervision of centralized cleaning and disinfection institutions and waterworks for tableware to prevent the occurrence of water-borne infectious diseases. At the same time, strengthen supervision and guidance on medical institutions, radiation hygiene, occupational hygiene, antibiotics, blood hygiene and maternal and child safety. The third is to further strengthen the promotion and improvement of double random work, actively urge all relevant units to complete relevant testing, ensure full coverage of testing, and implement the "double random and double open" work. The fourth is to strengthen the publicity and implementation of the law on the prevention and control of occupational diseases. Overcome the problem of "new contact, weak foundation and poor foundation" of occupational health, shoulder the heavy burden bravely, do a good job in the supervision and management of occupational hazards, and ensure the smooth development of occupational health work in our county. Fifth, strengthen the professional training of law enforcement personnel, conduct regular internal learning, strengthen the legal thinking of law enforcement personnel, standardize law enforcement behavior and the production of law enforcement documents, and adhere to administration and performance of duties according to law. Sixth, further strengthen the information submission, timely input the supervision and law enforcement information into various information platforms, and submit written materials as required to ensure the timeliness, accuracy and efficiency of the information.
