MTP originated in the United States and was introduced to Japan from the United States after World War II (about 1950). At that time, it was used as a teaching material for training local directors of the US Air Force Base in Japan. From 65438 to 0955, the Ministry of International Trade and Industry, the Ministry of Labor and the Japan Federation of Economic Relations organized the only organization dedicated to promoting MTP education and training in enterprises, namely the Japan Industrial Training Association. After the establishment of the association, while engaging in education in enterprises, it adopted the opinions of operators and managers and specially organized forces to revise teaching materials repeatedly. The biggest reason is that through MTP learning, managers can unify their consciousness, consciously promote various improvement and reform activities in enterprises, mobilize the enthusiasm of employees, and enhance the cohesion of enterprises, thus making enterprises full of vitality and vigor.

MTP was introduced to China from the end of 1999. Up to now, tens of thousands of people from hundreds of enterprises have received MTP training and achieved good training results. The cultivated enterprises have gradually developed from foreign enterprises to private enterprises and state-owned enterprises. At present, MTP has been listed as a recommended teaching material by the Training Department of the State Economic and Trade Commission.
