China Railway Cadre Management Training College was established in September of 198 1, and was founded by China Railway Engineering Corporation. Its predecessor was the cadre school of the Ministry of Railways General Administration of Infrastructure. 1985 approved by the Ministry of Railways, changed to Xianyang Institute of Infrastructure and Management Cadre College of the Ministry of Railways. Administratively managed by China Railway Engineering Corporation, it is a state-owned enterprise.

China Railway Cadre Management Training College was renamed as China Railway Xianyang Management Cadre College on 200 1. It mainly undertakes on-the-job training for system management cadres of the Head Office, continuing education for professional and technical personnel and adult education, forming a diversified school-running pattern with cadre education, vocational education and adult education as the main body.
