/kloc-in the early morning of July, 0/5, several of our classmates went to the destination of our trip: Sanshenghua Township, Jinjiang District, Chengdu with questions and confusion. Before that, we did a lot of preparatory work, searched a lot of information about Sanshenghua Township on the Internet, and learned that Sanshenghua Township was the poorest township in Jinjiang District a few years ago, but now it has become the only national-level subordinate scenic spot in Sichuan Province and the first batch of national agricultural tourism demonstration sites featuring western Sichuan folk customs and flower culture. Gaodianzi Flower Wholesale Market, the main exhibition hall of the Flower Expo, has also been rated as "National Key Flower Market" by the State Forestry Administration and China Flower Association, and it is the largest flower distribution center in Southwest China. So how did Sanshenghua Township become a well-known demonstration base for new rural construction and a national AAAA-level tourist attraction from the poorest township in Jinjiang District in just a few years?
With these questions, first of all, we have identified several issues that we need to know during our trip:
1. How did the economic structure develop? What was the main source of income in the past and what is it now?
2. When did the new rural construction begin? Did the villagers' attitudes towards this construction change at that time and now?
3. What is the relationship between the construction of Sansheng Township and the modern garden city in the world?
Four, changes in the living environment before and after the new rural construction, such as houses, streets, garbage disposal, safe water use, village greening, etc.
5. What is the use of land now?
Sixth, ideological and political construction, such as whether to study more ideological documents of the CPC Central Committee, train farmers and improve their quality.
With these questions and imagination of Sansheng Township, we drove to Sansheng Flower Township. After getting off the bus, the first thing I saw was a row of "Sansheng Township Public Bicycles". The villagers enthusiastically told us that it was specially set up for the convenience of local residents and tourists. You only need to apply for a card, and you can borrow and return your bicycle at any public bicycle parking spot in Sanshenghua Township, which is very convenient and relaxed.
Then a beautiful and well-managed commercial community came into our eyes, and then we visited Happy Meilin on foot to get a general understanding of the local village appearance. During the sightseeing, we sometimes sincerely admire the charming scenery around us! Wherever we go, the streets are clean and tidy, the transportation is convenient, and the public facilities are perfect, just like the urban areas; If the flowers and trees are lush and the scenery is pleasant, it is far better than the urban area. Such a clean and tidy living environment is exemplary at home and abroad. In the face of such a pleasant scenery, which tourist will not linger?
Walking on the straight and spacious road, we were surprised to find that most of the pedestrians on the road were not local residents of Sansheng Township, but tourists who came here. Moreover, in tourist areas, trucks are not allowed to pass, and road signs and maps standing on the roadside are marked in Chinese, English, Japanese and Korean. Soon, along Jackie Chan Avenue, we found the township government of Sansheng Township hidden in the picturesque scenery.
The staff of all departments of Sansheng Township Sub-district Office warmly received us. We interviewed the staff of various departments on the above issues. According to the interview, the earth-shaking changes in Sansheng Township largely depend on "system reform", which is one of the "four major projects" (system reform, land consolidation, social enterprise system reform and public service). The most obvious place of "system reform" is "parliament". Uncle Wu of the Community Management Section explained to us that after the construction of new countryside, all parts of Sansheng Township have reformed the original village committee system and turned it into the form of community neighborhood committees. In community management, in order to realize villagers' democratic autonomy and fully mobilize their enthusiasm for participation, all community public facilities and major projects are proposed and decided by residents' representatives elected by residents' committees, and the funds are allocated by the government year by year. If there is a major project that requires a lot of capital investment, you can apply for an advance payment in the coming year. This system vividly embodies the requirements of "management democracy" in the construction of new countryside. This fully embodies "democratic autonomy", such as the creation and transformation of water pipe network, which fully embodies this point. Through the discussion and participation in the land consolidation reform and the use of government subsidies through the "Council", we don't stick to the orders of superiors, but solicit public opinion according to the actual situation of local farmers to formulate corresponding countermeasures, which truly serves the people and benefits everyone.
Thirdly, when it comes to land consolidation, the land circulation mode of Sansheng Township has become a model of new rural construction. In the process of Sansheng Flower Town's transformation from a poor town with traditional agriculture and scattered flower planting as the main economic body to a modern well-off town with cluster and large-scale flower planting as the basis, and vigorously developing the characteristic economy such as agricultural tourism and farmhouse music, a large number of land circulation problems will arise. Sansheng Township strives for maximum benefits through land transfer. The specific measures of the township government are: the transfer agreement of agricultural land transfer right stipulates different time and sets the upper limit (30 years stipulated by the state). After the expiration of the service life, in principle, the government's lease relationship between Party A and Party B is that farmers voluntarily transfer to new collective economic organizations. Then it will be re-circulated by new collective economic organizations and market parties. Farmers have transferred their land, but the right to operate the land has not been lost. Farmers can convert their land management rights into shares, increasing by 10% every five years. You can get a return by paying dividends.
In the past, the residents of Sansheng Township mainly came from the fields, and the villagers cultivated their own land, and their income was very limited. After the government's planning, in accordance with the principle of "according to law, voluntariness and compensation", the villagers are encouraged and promoted to speed up the transfer of land contractual management rights in the form of leasing, shareholding and replacement, and the land is leased to large flower companies. After centralized management, in addition to the considerable rent per mu of land, the surplus labor force can engage in other jobs after retraining.
In addition, in recent years, Sansheng Township has implemented the centralized residential planning for villagers, renovated old houses on a large scale, built concentrated residential areas for residents, compensated residents with the living area of 35 people per household, and calculated the compensation amount of several hundred yuan per square meter according to the original homestead. Most residents of this project are supportive. In the process of construction, we will strictly abide by the voluntary premise, and there will be no forced demolition. After renovation, some villagers' own homesteads have been transformed into characteristic western Sichuan dwellings, which are integrated with lakes and mountains. Some of them have been demolished due to planning, and some of them are still kept by residents. They turned the house into a tourist peripheral industry such as flower arrangement, catering, leisure and tea house. Among them, "farmhouse music" is the characteristic and large-scale industry of Sansheng Township. Residents can rent their houses after renovation or obtain business licenses. According to statistics, there are more than 300 farmhouses in Sansheng Township alone, which has produced a huge cluster effect. In Chengdu, Sansheng Township Farmhouse is a household name. If residents are rented to foreign enterprises, they can collect rent and get dividends in the form of shares. They don't have to take risks themselves, they are responsible for their own profits and losses, and they can also go out to work to earn income. If you manage yourself well, you will make a lot of money.
But in the final analysis, land is the foundation of farmers, and farmers in Sanshenghua Township cannot do without land. Because the flower planting in Sansheng Township has a long history, it is no problem for landless farmers to solve the problem of food and clothing under the new policy, but it is not enough to get rich just by dividends and rents. We asked the staff in detail about the employment situation of the landless residents. According to the original skills of local residents in planting flowers and trees, many landless residents work in various flower companies, combining traditional experience with modern technology to find jobs nearby. In addition, the government has organized various vocational skills training to solve the re-employment problem of landless farmers.
After solving our doubts about the economic system of Sansheng Township, we can't help asking about the living environment of this farmer. What about ideological and political construction? To this end, the staff of the department explained to us that since the spirit of "urban-rural integration" was issued in September 2003, farmers' living standards have been greatly improved through centralized management, democracy and voluntariness, and all kinds of hardware facilities are available, fitness equipment and other facilities are distributed in various communities, as well as a series of facilities such as nursing homes specially built for the elderly and sewage treatment stations to protect the ecological environment.
In improving the quality of the whole people, publicity and education and government promotion are emphasized. In addition, with the integration of urban and rural areas in Chengdu, the residents of Sansheng Township have obtained the status of Chengdu residents, and the social security systems such as medical care and endowment insurance in Sansheng Township have been gradually improved, which has relieved the worries of residents.
After leaving the township government of Sansheng Township, we began to visit the beautiful scenery of Sansheng Flower Township. It was summer and we decided to go to the lotus pond to enjoy the moon. Along the way, we saw that most of the houses on the roadside operated restaurants and teahouses. There are also local residents selling potted lotus flowers, fresh garlands, fresh lotus roots, water chestnuts and seasonal fruits and vegetables. There are also mobile snack vending cars, which can be seen to be unified and standardized in the local area, clean and hygienic. It is worth mentioning that these mobile snack vending cars are specially designed for the disabled. Fully embodies the theme of harmonious development. All these have also created more employment opportunities for local residents. It is no exaggeration to describe the life of villagers in Sansheng Township with "living and working in peace and contentment". It can also be seen from the details of various public facilities that the cultural connotation of lotus has been fully excavated in the local area, creating a poetic atmosphere for tourists.
Next, we went to Hongsha Village, a rural residence in Hu Axiang, where large greenhouses for growing flowers can be seen everywhere. Then we saw the Xuliaoyuan Museum of Modern Design and Art. Sansheng Township actively invited artists to Sansheng Township and established the "Sansheng Township" art base. There are several such exhibition halls. Greatly enriched and satisfied people's spiritual needs.
Summary: urban and rural areas are different, adapting to local conditions and living with characteristics. China's urban planning has been highly concerned by the government, academia and industry, and has made many achievements. Can the experience of urban planning be copied to rural planning and construction? Rural planning is different from urban planning. Only by adjusting measures to local conditions and highlighting characteristics can rural planning develop scientifically. The construction of new socialist countryside in Sansheng Township is to innovate step by step and develop rural tourism according to local conditions on the basis of maintaining its own characteristics. According to the guiding ideology of "Four in One" Scientific Outlook on Development, we have made gratifying achievements and provided valuable experience for the construction of new socialist countryside in China. Other rural areas should learn from local conditions, give full consideration to the economic development and human geography of the region, and must not copy and imitate. In this regard, after returning to my hometown, I have a deep understanding of this. Because of economic and geographical factors, the new rural construction in my hometown can't be exactly the same as the development model here in Chengdu, but adopt policies that are more suitable for my local area. Those who are close to urban areas or have tourism potential can develop rural tourism, develop farming or aquaculture according to local conditions, or attract investment to develop industrial enterprises. For places with inconvenient transportation, the first thing is to solve the travel problem, and then gradually develop my new rural construction.
