Chapter I General Provisions Article 1 These Measures are formulated in accordance with the provisions of Article 11 of the Regulations on Power Grid Dispatching Management (hereinafter referred to as the Regulations). Article 2 The duty personnel of power grid dispatching system (hereinafter referred to as duty personnel) refer to the duty personnel of dispatching institutions at all levels of power grid, the duty personnel of hydropower stations and reservoirs, the duty personnel of power plants (and the total value monitor), the duty personnel of electric operation and monitoring, the duty personnel of substations, operation and monitoring, and the duty personnel of dispatching automation of the above units. Article 3 After training and examination, the personnel on duty and standby personnel obtain the qualification certificates issued by the corresponding competent departments under the unified supervision of the Ministry of Electric Power Industry, that is, they are qualified for duty. The training of personnel on duty belongs to production training. Article 4 All electric power administrations (companies) and electric power bureaus (companies) of provinces (autonomous regions and municipalities directly under the Central Government) (hereinafter referred to as net and provincial bureaus (companies)) shall designate special institutions to be responsible for the training and assessment of personnel on duty. Article 5 All networks and provincial bureaus (companies) shall formulate detailed rules for the implementation of the training and assessment of personnel on duty according to these Provisions, and report them to the Education Department of the Ministry of Education, the Education and Training Department of China Electric Power Enterprise Federation and the National Dispatching Center for the record. Article 6 The validity period of the training assessment certificate is three years, and it needs to be reviewed or trained before the replacement certificate is issued. Those who pass the certificate may continue to use it or issue a new certificate with the seal of the competent department. Those who fail shall be revoked and retrained to obtain a certificate of conformity. The certificate of unified supervision by the Ministry of Electric Power Industry is the only valid certificate for holding the post. Seventh power grid dispatching system and its competent departments must abide by these measures. Chapter II Training Article 8 The training syllabus and teaching materials adopted by the personnel on duty shall be compiled by the statistical agency of the Ministry of Electric Power Industry, and the specific training materials shall be compiled by the networks and provincial bureaus (the companies themselves). Article 9 The main contents of training:
1. Relevant laws, regulations and policies;
2. Relevant rules and regulations;
3. Relevant professional theories and skills;
4. Operation of systems and equipment;
5. Accident handling of systems and equipment;
6. Relevant statistical analysis and statements;
7. Relevant calculation and analysis;
8. Fire safety knowledge;
9. Other relevant knowledge required by vocational skill standards. Article 10 Each network and provincial bureau (company) shall formulate an annual training plan for the personnel on duty in this power grid according to the post vocational skills standards and training outline requirements formulated by the Ministry, and report it to the Ministry for the record. (copied to the Education Department and the National Administrative Center at the same time) Article 11 The training of personnel on duty in the National Administrative Center shall be organized and implemented by the Ministry; The training of other personnel on duty shall be organized and implemented by various networks and provincial bureaus (companies). Chapter III Assessment Article 12 The assessment of the personnel on duty in the National Dispatching Center shall be organized and implemented by the Ministry, and the assessment of other personnel on duty shall be organized and implemented by various networks and provincial bureaus (companies). Thirteenth of the assessment results are particularly good, should be rewarded. Those who fail to pass the examination should be given full-time training and make-up exams within a time limit, and enjoy the treatment of those who are waiting for jobs during the full-time training. Chapter IV Supplementary Provisions Article 14 These Measures shall be interpreted by the People's Education Department of the Ministry of Electric Power Industry. Fifteenth previous relevant provisions are inconsistent with these measures, these measures shall prevail. Article 16 These Measures shall come into force as of the date of promulgation.
