In order to ensure the smooth implementation of the reform of primary and secondary school teachers' qualification examination in our province, according to the spirit of the Notice of the Ministry of Education on Printing and Distributing (Teacher [2013] No.9), combined with the actual situation in our province, the following implementation plan is put forward.
I. Guiding ideology
Fully implement the Party's educational policy, adapt to the needs of educational reform and development in our province, focus on promoting educational equity and improving the quality of education, follow the laws of education and teachers' growth and development, adhere to the principles of educating people, ability, practice and specialization, and adhere to the principles of science, fairness, safety and standardization. Taking improving teachers' professional ethics and professional ability as the core, we passed the reform of primary and secondary school teachers' qualification examination. Establish a teacher's professional access system and management system with perfect system, unified standards, standardized identification and scientific management, drive and promote the improvement of the overall level of teachers, and strive to make new contributions to the comprehensive revitalization of the old industrial base in Liaoning.
Second, the work objectives
Focusing on the fundamental task of moral education, we should strengthen the construction of primary and secondary school teachers and improve the professional level of teachers; Through the reform of the qualification examination for primary and secondary school teachers, standardize the qualification access standards for primary and secondary school teachers, strengthen the examination of the educational and teaching ability of applicants, and ensure the quality of teachers; With the professional standards and examination evaluation system of primary and secondary school teachers and kindergarten teachers, we will lead the teacher education reform in normal universities, promote the pre-service education and post-service training of primary and secondary school teachers, and promote the improvement of teachers' quality, ability and level.
Third, the main contents of the reform
(1) startup time
The reform of primary and secondary school teachers' qualification examination in our province was started in the first half of 20 16. The written examination for teacher qualification certificate is generally held once a year in March and 165438+ 10, and the interview is generally held once a year in May and 65438+February.
(2) Examination standards
According to the teacher qualification examination standards and syllabus formulated by the Ministry of Education, organize a unified teacher qualification examination. The state determines the qualified line of written examination, and the provincial education administrative department determines the qualified line of interview results.
(3) Inspection object
Those with household registration in Liaoning Province or personnel relations in Liaoning Province can sign up for the teacher qualification examination in our province. Students in ordinary colleges and universities can sign up for the teacher qualification examination at their places of study.
Full-time normal college students who enrolled before 20 15 12 3 1 can apply for the qualification of primary and secondary school teachers corresponding to their majors with their graduation certificates. After 20 16 1, full-time normal college students who apply for the qualification of primary and secondary school teachers will no longer implement the policy of direct recognition and must take the teacher qualification examination.
From the date of issuance of this implementation plan, those who have obtained the qualification certificates of pedagogy and educational psychology examinations organized by our province before 20 16 may apply for teacher qualification according to the original method. Applicants who have only obtained the qualification certificate of pedagogy and educational psychology and are within the validity period should participate in the make-up exam of pedagogy and educational psychology organized by our province (the specific measures and time are determined by the office of the Provincial High School Education Admissions Examination Committee), and those who pass the make-up exam should apply for teacher qualification recognition according to the original method.
(4) Basic conditions for applying for the exam
1. has the nationality of the people of China;
2. Abide by the Constitution and laws, love education, and have good ideology and morality;
3. Meet the physical examination standards for applying for teacher qualifications;
4. Meet the academic requirements stipulated in the Teacher Law.
Students of grade three and above in ordinary colleges and universities can apply for the exam with their school attendance certificates.
Those who have been disqualified as teachers shall not register for the examination within 5 years; Those who are deprived of political rights, or who have received criminal punishment of more than fixed-term imprisonment for intentional crimes, may not sign up for the examination. If there is cheating in the teacher qualification examination, it shall be implemented in accordance with the relevant provisions of the Measures for Handling Violations in the National Education Examination.
(V) Examination contents and methods
1. Examination content
The examination is divided into two parts: written examination and interview.
The written test mainly examines the applicant's educational philosophy, professional ethics, knowledge of laws and regulations, scientific and cultural literacy, reading comprehension, language expression, logical reasoning and information processing. Basic knowledge of education and teaching, student guidance and class management; Teach the basic knowledge of the subject field, the knowledge and methods of teaching design evaluation, and the ability to analyze and solve practical problems in education and teaching by using the learned knowledge.
The interview mainly examines the applicant's basic qualities of teachers such as professional cognition, psychological quality, appearance, verbal expression and thinking quality, as well as basic teaching skills such as teaching design, teaching implementation and teaching evaluation.
2. Examination subjects
The written subjects of kindergarten teacher qualification examination are comprehensive quality and teaching guarantee knowledge and ability.
The written subjects of primary school teachers' qualification examination are comprehensive quality, educational and teaching knowledge and ability.
The written examination subjects of the qualification examination for teachers of cultural courses in junior middle schools, ordinary senior middle schools and secondary vocational schools are comprehensive quality, educational knowledge and ability, subject knowledge and teaching ability.
The written examination subjects of professional teachers and practical guidance teachers in secondary vocational schools are comprehensive quality, educational knowledge and ability, professional knowledge and teaching ability.
The examination of "Professional Knowledge and Teaching Ability" for teachers in secondary vocational schools is temporarily conducted by combining interview with assessment.
3. Examination methods
The written test adopts the paper-and-pencil test method.
The interview takes the form of structured interview and scenario simulation, and is carried out through topics selection, lesson preparation (activity design), answering prescribed questions, trial lecture (demonstration), defense (demonstration) and grading.
After the written test and interview candidates register through the teacher qualification examination website, they will go to the designated test center for registration review and confirm the registration information on the spot.
Candidates who have passed the written examination of all subjects and are within the validity period can sign up for the interview.
(6) Examination work
1. Organize the implementation
The examination of teacher qualification examination shall be organized and implemented by the provincial teacher qualification examination institutions. The provincial teacher qualification examination institutions are the Office of the Provincial High School Education Admissions Examination Committee (hereinafter referred to as the Provincial Admissions Office) and the Provincial Teacher Training Exchange Center. The Provincial Admissions Office organizes and implements the written examination work in accordance with the "Regulations on the Examination of Primary and Secondary School Teachers' Qualification Examination". The provincial teacher training and exchange center shall, according to the interview rules for primary and secondary school teachers' qualification examination, formulate detailed rules for the implementation of the interview and organize the implementation of the interview examination.
The teacher qualification examination is set in the city as a unit. The municipal education administrative departments shall, in accordance with the arrangement of the provincial recruitment office and the provincial teacher training exchange center, be responsible for doing a good job in the local teacher qualification examination, doing a good job in policy propaganda, examination room arrangement, examiner recommendation and training at the corresponding level, and ensuring the safe and orderly conduct of the teacher qualification examination.
Provincial teacher qualification examination institutions use the teacher qualification examination management information system to carry out examination management work such as written examination and interview registration acceptance, test site setting and examination room arrangement.
Provincial teacher qualification examination institutions organize safety and confidentiality education and examination process training for examination-related personnel.
Education administrative departments at all levels and teacher qualification examination institutions shall not organize teacher qualification examination training.
2. Grading and interview
The provincial recruitment office is responsible for submitting the scanned data of the written test answer card, and the written test marking work is organized by the examination center of the Ministry of Education.
Interviews are generally conducted in groups according to disciplines. Each evaluation group consists of not less than 3 examiners, 1 examiner. According to the conditions stipulated in the Interim Measures of the Ministry of Education for the Qualification Examination of Primary and Secondary School Teachers, the interviewers are composed of experts from universities, outstanding teachers from primary and secondary schools and kindergartens, and experts from teaching and research institutions. The provincial teacher training exchange center is responsible for the preservation and archiving of the interview score table.
3. Test scores
After the written test and interview results are published, candidates can check their test results through the teacher qualification examination website. Candidates who have objections to their test scores may apply to the provincial teacher qualification examination institutions for review within 10 working days after the test scores are published.
The written test results are valid for 2 years. Those who pass the written test and interview will be awarded a certificate of teacher qualification examination by the Examination Center of the Ministry of Education (Teacher Qualification Examination Center of the Ministry of Education). The validity period of the teacher qualification examination certificate is 3 years. The certificate of teacher qualification examination is a necessary condition for candidates to apply for teacher qualification.
4. Examination fee
In accordance with the relevant provisions of the Ministry of Finance and the National Development and Reform Commission, the teacher qualification examination fee will be charged, and the specific standards will be announced separately.
Fourth, safeguard measures.

The provincial education administrative department is fully responsible for the teacher qualification examination in the province, and has established a leading group for the teacher qualification examination in primary and secondary schools in the province. The main leader of the provincial education department is also the leader of the leading group, the deputy director in charge and the director of the provincial recruitment office are the deputy heads, and the responsible comrades of the teacher personnel management office, finance office, preschool education office, compulsory education office, senior high school education office, vocational education and adult education office, provincial recruitment office and provincial teacher training exchange center of the provincial education department are members. The municipal education administrative departments should set up corresponding reform leading groups to coordinate and organize the teacher qualification examination within their respective jurisdictions.
(2) Do a good job in policy propaganda.
Education administrative departments at all levels and relevant colleges and universities should do a good job in the policy propaganda of the reform of the qualification examination for primary and secondary school teachers, adhere to unified policies and correct guidance, strengthen the propaganda of the significance of the reform and various policies, and create a good atmosphere to attract outstanding talents to teach for a long time and for life.
(3) Strict work discipline
Adhere to the principle of "openness and fairness, competition for the best", strict discipline requirements, no favoritism in the teacher qualification examination, and consciously accept the discipline inspection and supervision departments and social supervision. Examination paper system, examination management, invigilation and other irregularities related to the examination. , in accordance with the "law on guarding state secrets" and "measures for handling violations of national education examinations". If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated by judicial organs according to law. Candidates who violate the examination discipline shall be identified and dealt with in accordance with the Measures for Handling Violations in National Education Examinations (Decree No.33 of the Ministry of Education).
Establish a coordination mechanism
The Provincial Admissions Office and the Provincial Teacher Training and Exchange Center shall properly solve all kinds of problems in the examination process in a timely manner in accordance with the Measures for the Implementation of the Emergency Plan for the Qualification Examination of Primary and Secondary School Teachers (Trial). Strengthen information communication and implement the system of timely reporting of important information.
